Just spoke to Lenhart and he has agreed to forego walving of fees. He also !
indicated that he does not expect to receive copies of the documents when he !
' reviews the documents. This is in line with our preferred method of handling '
i this type of review.
After he has completed his review and has flagged the records he wishes a oopy ?*, you should copy the documents, prepare an index, and forward the docur ents to me for disbursement. This enables us to keep a handle,on the fee aspect since he only verbally agreed to pay the search costs at this point.
If he becomes demanding and really wants copies immedia'.ely, you could make 2 copies of the records and give him the first 100 pages (which he will not be blIled for anyway). Your complete set of records, with indexes, would then be divided into 2 cateoorles (does provided on 12/2 and does not provided on i 12/2) and forwarded to us for processing in this scenarie. This enables us to i retain control of the records for which payment is necessary.

i Mr. Lenhart, of the Northeast Ohio Regional Sewer District, expects to review the MEORSD files AIO the AMS files when he visits the region on 12/2. I sent i
him estimated fee workup using your search time for both subjects without any i
duptication and Iist of 8 criteria to be addressed before we could consider
' waving his fees. He did say he did not expect that the material would be copied the same day as his visit. Based on our current fee category j
assignment, he's entitled to 188 free pages of duplication -- anything over i 188 pgs he would pay for.
As you are aware, Mr. Lenhart asked for a fee walver in his letter of 11/2. I l

Informed the requester this morning that we needed to settle the fee walver request issue before he would be permitted to review documents. Please be-sure to pass this info, along to Jack Grobe.
