APPENDIX A NOTICE OF DEVIATION Public Service-Company of Colorado Docket:
50-267 Fort St. Vrain Nulear Generating Station License:
DPR-34 During an inspection of Fort St. Vrain maintenance, with specific focus on control rod refurbishment, conducted during the period May 28 - June 28,1985, a deviation from a commitment was identified. This deviation involved the failure to afford the equivalent protection of an NFPA Class A, 4-hour minimum rated facility.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the deviation is listed below:
Public Service Company of Colorado committed, in Section B.5.19.9, of the Updated FSAR, Revision 2, to ANSI N45.2.9-1974, Requirements for Collect-ion, Storage, and Maintenance of Quality Assurance Records for Nuclear Power Plants.
There were no exceptions noted in the FSAR to this commitnent.
Section 5.6 of ANSI N45.2.9-1974 states, in part, that records "... should be afforded the equivalent protection of an NFPA Class A, 4-hour minimum rated facility."
In deviation from the above, a fire door in the records center file room had label plate data identifying the door as 3-hour rated.

In accordance with Appendix C to 10 CFR Part 2, Public Service Company of Colorado is requested to provide within 30 days a written explanation or statement describing corrective steps taken (or planned), the results achieved, and the date when corrective action will be completed.
