REFERENCE:
NRC Letter to DLC, dated July 11, 1985 Gentlemen:
Duquesne Light Company (DLC) has reviewed your decision to accept the Beaver Valley Power Station Unit 2 (BVPS-2) autom,atic total flooding carbon dioxide fire suppression systen as the primary systen with permanent hose stations as backup in the cable spreading room.
in the above referenced letter, you found that for the BVPS-2 cable spreading roon, the CO2 systen with hose stations and fire brigade as the backup is adequate with the excep-tion of the northwest corner:
"The northwest corner of the cable spreading roon has a very dense concentration of cable trays and direct access to this area by the fire brigade is limited."
In conclusion, you found that there was not "... reasonable assurance of hose stream access into the dense concentration of cable trays in the northwest corner of the cable spreading roon." You then considered this to be a devia-tion from the SRP and requested justification be submitted to the staff.
DLC still contends that water can be applied to all areas of this northwest corner by utilizing nonnal fire fighting tools.
However, rather than a fixed fog nozzle normally reconmended for cable fires, an adjustable nozzle in the straight strean position may be required to get water to all areas of the northwest corner.
Further review has been conducted in this area and three additional improvements are being implenented.
These improvements include the renoval of the control roon bench boards access platforms, the relocation of conduit, and the purchase of application " navy" nozzles. The renoval of the access platfonns and relocation of conduit improves the access into this northwest corner by an additional six feet (see attached Drawing 12241-RE-34A, Rev.
10).
The applicators will act as an extension to the hoze nozzle and allow the fire brigade to reach hard-to-get-to areas.

DLC with the necessary confidence that any fires in the cable spreading roon including the northwest corner can be reached with a hose strean.

concludes that the implenentation of these three improvenents provides the j
additional assurance that the staff has requested.
1 BVPS-2 has an alternate shutdown panel, which, electrically, is totally independent of the cable spreading roon and cable tunnel area which can safely shutdown the plant.
Therefore, should a total burnout of these areas occur, the safety of the public will not be affected.
l The second request of your July 15, 1985, letter related to the i
iiaplementation of the DLC Human Factors reconmendations.
OLC is presently considering these reconmendations and will address their merits in a future i
letter to the staff.
