SUBJECT:

RECIRCULATION PIPING REPLACEMENT PROGRAM Re:

Cooper Nuclear Station On September 1, 1983, the Commission authorized restart of the Cooper Nuclear Station based upon certain Nebraska Public Power District (NPPD) connitments and approval of the recirculation piping repair activities and associated corrective actions. An Order was issued on September 1,1983 to confirm the NPPD commitments. After restart and full power operation for Cycle 9, Cooper was removed from service on September 16,1984 for a refueling and major. pipe replacement outage. As required by the above-referenced Order, plans for the Cooper pipe replacement activities were transmitted to the NRC on June 4, 1984. On July 12, 1984, a meeting between NPPD and the NRC was held at the NRC offices in Bethesda, Maryland to more fully discuss your proposed pipe replacement plans and the radiation protection program for the pipe replacement activities.

At our request, NPPD provided additional information on the pipe replacement by letter dated April 30, 1985. This additional information was sought by the staff in its. efforts to complete the review of Cooper against the guidelines of Generic Letter 84-11 " Inspections of BWR Stainless Steel l

Piping." In the June 4, 1984 and April 30, 1985 submittals, NPPD described the piping susceptible to intergranular stress corrosion cracking (IGSCC) in the recirculation system, reactor water cleanup system, residual heat removal system and core spray system that would be replaced with IGSCC-resistant material. NPPD also stated that the enhanced reactor coolant leakage limits and monitoring requirements delineated in the September 1, 1983 Order will continue to be in effect.

Pilant Based on the NPPD'submittals cited above, we conclude that (1) NPPD has completed the actions required by the September 1,1983 Order, and (2) NPPD has complied with Generic Letter 84-11 and no augmented inspections need be performed before startup of Cycle 10 because all IGSCC-susceptible piping has been replaced.
