FORT ST. VRAIN EMERGENCY ELECTRICAL POWER SYSTEMS

Under TIA 85-02 Rev. 1 (Reference 1), your staff was requested to provide assistance in evaluating the acceptability of the Fort St. Vrain emergency electrical power systems (Reference 2). Specifically, Task 3 of this review was to examine the transfer logic and load carrying capacity of the Emergency O o4esei cenerators (toos).

On May 16, 1985, your staff rret with the licentee to discuss these issues.

A sumary of this meeting is attached (Reference 3). At this meeting, your staff expressed key concerns about Fort St. Vrain's emergency electrical power systems as follows:

- In numerous instances plant drawings showed that logic circuits for the redundant emergency electric power trains were not independent, and

- The 4 KV rapid transfer system could force use of the emergency diesel generators in lieu of selecting the second (auxiliary) offsite power source.

However, your staff stated that their concerns were only about the automatic control of emergency electric power systems. Manual control of the emergency electric power systems could still be accomplished even if the automatic systems failed.

At the meeting, we requested that the licensee respond promptly to these con-cerns and supply additional information as noted in Reference 3. We requested that the licensee should provide a justification for continued operation as part of their response to these concerns.

O However, we anticipate that the licensee will request NRC approval to restart the plant shortly. Therefore, we request that you provide us with your current evaluation as per TIA 85-02, Rev. 1, Task 3, by June 7, 1985. We will consider this evaluation as interim, pending receipt of a complete response from the licensee.
