Dear Mr. Johnson:

Public Service Company (PSC) has received your letter dated July 17, 1985 (Reference 1) concerning the Notice of Deviation

, pertaining to the Emergency Electrical Power System independence

relative to an FSAR commitment.

In our letter dated June 14, 1985 (Reference 2), PSC committed to perform an evaluation on postulated single failure points compromising the independence of the Emergency Diesel Generators within 90 days. The results of this evaluation will be provided to the NRC staff. Since the evaluation is currently underway and not yet complete, an assessment cannot at this time be made as to the extent of what corrective acti,1s may result. In Reference 2, PSC also committed to provide an implenentation schedule for any design / '

The NRC staff has issued a Safety Evaluation on the FSV Emergency Electrical Power System, dated July 10, 1985 (Reference 3). The Safety Evaluation concludes that plant operation may continue without undue risk to the health and safety of the public in the interim

. period, until any necessary modifications are implemented.
