NOTICE OF DEVIATION l

Fort St. Vrain Nuclear Generating Station License: DPR-34 During a technical review of the Fort St. Vrain emergency electrical power system completed on July 5,1985, a deviation from a commitment was identified. This deviation involved the failure of the emergency electrical power supply to conform to the FSAR.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the de'iation is listed below:

Section 8.2.5.1 of the Fort St. Vrain Generating Station Final Safety Analysis Report indicates that the AC and DC power systems are redundant and independent and meet the single failure criteria.
In deviation from the above, a technical review conducted by the NRC staff determined that the automatic closure of one emergency diesel generator breaker is dependent on the operation of components associated with the other emergency diesel generator.
1 In accordance with Appendix C to 10 CFR Part 2, Public Service of Colorado is requested to provide within 30 days a written explanation or statement describing corrective steps taken (or planned), the results achieved, and the date when corrective action will be completed.
