QUARTERLY REPORT OF OPERATOR LICENSING ACTIVITIES THIRD QUARTER FY 84 This is the report of the Operator Licensing Section activities for the third quarter of FY 84. Attached are the two sections which comprise this report. - FY 84 Budget Estimates vs. Examinations Administered to Date - Results of Examinations by Facility - 3rd Quarter FY 84 In my memorandum of May 16, 1984, I provided you with a different version of of the Quarterly Report. A copy of that version is included as to this report.
You will note that we have again changed the format of this section of the report. The reason for this change is as follows:
1.
The operating plan for FY 85 will track the operator licensing effort in this same manner, i.e., Number of Budgeted Exams vs. Number of Exams Administered.
2.
The difficulties with presenting information in the format of the May 16th version, without numerous notes to explain the changes as noted below.
Since the examinations are administered to candidates on schedules established by utility personnel it sometimes requires extensive notes to explain the changes to these figures.
Examples of some of these changes in the past three months are as follows.
Initial:
Although we only had 12 exams scheduled for the final six months of FY 84 we will administer approximately 20 examinations in this category during the last three months of FY 84 These changes are due to requests from Byron and Fermi to comply with NRC requirements and retakes of examinations of candidates who previously failed.
Replacement:
Sixty-nine examinations were scheduled and as of this date we have had cre utility change the examination date to Ff 85.
Several others have reduced the number of candidates as a result of their internal audits of candidates.

Requalification:
The number of examinations administered in this category is dependent upon the utility schedule and the number of operators in any particular requalification class.
In addition, since our primary objective is to assure adequate licensed personnel for operation, requalification examina-tions can only be performed when we have resources available, therefore, it is very difficult to predict the number of exams that will be administered over an extended period of time.
Certification:
At-the present time we do not have any additional certifi-cation examinations scheduled for this FY. Commonwealth Edison Production Training Center has postponed their examinations and no new date has been established.
Non-Power:
The number of examinations administered during the reporting period, changed because of additional requests from Universities. These additional requests were necessary because of failures by original candidates and unexpected attrition.
In addition to the activities reflected in the attachments, Region III examiners assisted in the administration of examinations at Comanche Peak and attended an item writing workshop in Region II.
