RESULTS OF OPERATOR LICENSING EXAMINATIONS FOR FIRST QUARTER FY 1983

Purpose:

To inform the Commissioners of examination and licensing activities for Reactor Operators and Senior Reactor Operators for October 1,1982 through December 31, 1982.

Discussion:

The enclosed table reports licensing action results, including issuances, denials or withdrawals and pass / fail rate for each NRC licensing: examination component.

The total number of licensing actions processed in the i

first quarter FY 1983 was less than for the fourth quarter FY 1982, (SECY 83-72). The pass / fail rate remained con-sistent during the period.

Most of the failures continue I

to occur on the written portion of the examination.

RESULTS OF OPERATOR LICEtlSING EXAMINATIONS puroose:

To inform the. Commissioners of historical and current rates of license issuance and examination failures for Reactor Operators and Senior Reactor Operators and to describe routine reports to be submitted on the status of operator licensing.

Discussion:

In 'a memorandum dated January 22, 1982, Commissioner Ahearne requested that the staff provide the number of operator license candidates who failed the examination as well as the number who passed and were issued licenses.

In a memorandum dated February 8, 1982, we indicated that an information system was being instituted in the Operator Licensing Branch to alTow automatic tracking of operator licensing actions.

The ma,ior portions of that system are now in place at the Oak Ridge National Laboratory and the staff is pursuing the necessary format development and hardware acquisition to fully implement the system.

Data validity checks and checks for completeness of inputs have not been comoleted.

Therefore, the number of license actions may increase as the data is completed and input to the system.

. This data indicates failure rates of 17% for R0 and 20% for SRO candidates during the period from July 1,1980 through February 28, 1982.

The failure rates for the period October 1,1981 through December 31,1981 were 24% for both R0.and SRO candidates.

Data for the second quarter of FY 1982 is not yet complete. Aggregated data is enclosed as Table 1.

The data from the first quarter of FY 1982 is enclosed as Table 2.

We will continue to provide quarterly information reports of this type.

We are in the process of developing report formats for the new system.

Therefore, if additional information is needed or a different report format is desired, please inform us.

This problem is being corrected in software development.

Subject:

RESULTS OF OPERATOR LICENSING EXAMINATIONS

Purpose:

To inform the Comissioners of historical and current rates of license issuance and examination failures for Reactor Operators and Senior Reactor Operators.

Discussion:

The enclosed tables report pass / fail rates for each NRC licensing examination component (i.e., written, oral and simulator) and licensing action results (i.e., license issuances,denialsandwithdrawals). These results are reported for two periods:

third quarter FY 82 and from fourth quarter FY 80 through third quarter FY 82. The latter reporting period reflects all examination / licensing results since the implementation of the new examination criteria.

Table 2 indicates that the-most frequently failed examination component is the written. However, while written examination failures are more prevalent than oral or simulator failures, the quality of each examination component cannot be inferred from these results. The quality (or validity) of each examination component and the licensing examination as a whole will be reported after completion of the examination validation that is currently underway.
