Dear Mr. Chairman:
This is in response to your letter of April 15, 1983 which forwarded dccuments provided to you by the Citizen's Association for Sound Energy (CASE).
In that letter you asked the Commission to ensure that whistleblower allegations and the concerns abcut NRC's Region IV Office are fairly and adequately investigated. You also asked to be kept informed about the progress in evaluating these issues.
Our Office of Inspector and Auditor (OIA) has investigated the handling of the allegations of Messrs. Dillingham and Messerly by Region IV.
A copy of that report is enclosed. Because of your concern with the management of Region IV and the manner in which the Pegion investigates whistleblower allegations, a second OIA investigation report is also enclosed. This investigation resulted from a December 27, 1982 letter from CASE which questioned the adequacy of Region IV investigations and inspections of allegations at the Comanche Peak Steam Electric Station.
After the Commission and staff review the results of the OIA investigations, we will take appropriate action.
Since neither of the enclosed investigation reperts have been made available to the public we would request the.t their use be restricted to l
the members and staff of the Subcommittee.
