OIA REPORT " COMANCHE PEAK-MARKEY LETTER RE: REGION IV INVESTIGATIONS / INSPECTIONS" We have ' reviewed the report from OIA regarding the handling of allegations made by Arvil Dillingham which initially appeared in a newspaper article in the Fort Worth Star Telegram on January 7, 1983, and have the following comments.
Region IV opened an IE Allegation Tracking File (RIV-83-A-34) on Mr. Dillingham June 1, 1983, as a result of a letter by Mr. Dillingham to President Reagan.
This is the second file opened on Dillingham.
The previous file (RIV-83-A-01) which related to the Star Telegram article was closed earlier based on the issuance of NRC Inspection Report 50-445/83-03 on March 28, 1983.
Mr. Dillingham has never made an effort to contact this office.
Region IV did write a letter to Mr. Dillingham on June 15, 1983, inviting him to contact us if he had specific concerns.
He has never responded to that letter.
In August 1983, Region IV made contact with Mr. Dillingham during an interview with another alleger.
Subsequently, OI interviewed Mr. Dillingham and as a result of the OI interview, Region IV has undertaken additional inspection into the Dillingham allegations.
This effort is underway and will include the initial Dillingham allegations referred to by OIA.
It should be concluded by December 1983. We expect this inspection to address and resolve the comments by OIA.
