SUBJECT:

REPORT OF INVESTIGATION ENTITLED "DIABLO CANYON -

2.206 PETITION" We have been requested by the Chairman's Office to determine whether the subject Report of Investigation (ROI) may be released to the public. This office has no objection to the release of the entire report, with no deletions for protection against unwarranted invasion of personal privacy. We base this view on the fact that the NRC employees investigated are senior in grade ard the fact that Thomas Devine requested no such treatment for names of witnesses submitted by him. We note, however, that it is our understanding that Region Y has treated Lockert as a confidential source in the past; but Devine did not express such a concern when he provided to us a copy of the transcript con-taining Lockert's name (for example, see Devine Exhibit 10 to Attachment B of the ROI).
