ALLEGER'S COMPLAINTS IN REFERENCE TO BIG ROCK POINT-ALLEGATION PERTAIMING TO VALVE TAMPERING INC OENT -

At ~ approximately 10:00 a.m. (CST) on March 21, 1988, I' returned a telephone I
call message lef t for me from the individual identified -in the enclosure to this memorandua. The individual was the source of-information for allegations.
R!!I-87-A-0069 and RIII-87-A-0082. Allegation. Rlli-87-A-0069 pertained.to a valve tampering incident and other issues at Big Rock Point and was addressed
'in Inspection Report-No. 50-155/87010(DRSS),- dated September 4,1987..
Allegation Rill-87-A-0082 pertained to a named individual with unescorted access to the Big Roc _k Point. Nuclear Power Plant allegedly being convicted in -

1983 or 1982 for possession and distribution of a controlled substance and was addressed in Inspec tion Report lNo. 50-155/87024(DRSS), dated 0ctober 30, 1987.
-The indiv ? dual asked me why he was-not sent a copy-of the inspection report.
(50-155/87010(DRSS)) pertaining to the valve sabotage incident-he reported.to the NRC.

He then stated something.to the ef fect that the conclusion was bullshit; and he 4

to the af fect that he has hired two investigative reportt.rs who were intert sted in the case and ;ie 6 0ew others who were interuted in the case and he c.eant to get to the hottom of the case and do whatever needs to be done to find out who sat.vtaged the valve.
He further stated s(mething to the af fect that sorwcne test him his job and he beliesed in ar rye for an eye and he did riot care who suf Tered; be it Consurners Power inanagement or hRC canagement. He said he had to go on s elfare and draw unenployment and others cculd do likewise if they were involved. He also stated something to the effect that we (HRC) dropped him as soon as he settled his grievance with Consuners Power and knew he could not tale any action against Ccnsumers pcwer.
I advised the individual that the report was a public document, except for the e t tsch ent, and I would check into hira teing railed a copy of the repcrt since he saic he had not received it.
I suggested that he study the report when he receivt> it and then, if he had any questions, to write or phone us about any issues or concerns he Lad.
The individual said something to the effect that he wented the repcrt and would be getting in touch with us.
I told F individual that we prc%tily had his address but rcquest.r d it again in case vos not in our files.
The individual said he roved about a rnonth ago and rided the address identified in the enclosur e to this temorandum.
I asked the adividual if he had re:eived the inspection report pertaining to his seccnd Silegation ( AM$ Rill-8'/.A-0082) end he stated he had received the rerc t.
