CONTACT WITH f B1 IN REFERENCE TO VALVE TAMPERING EVENT AT BIG ROCK POINT-ALLEGATION Rlll-A-87-042 (Docket No. 50-155)
As a result of discussions with C. Weil and E. Pawlik on June 22, 1987 pertaining to the inspection results for allegation Rill-A-87-042, it was determined that we should contact the FBI again to confirm that they have no investigatory concerns in reference to the valve tampering which occurred at Big Rock Pc int t etween i ebruary 1-12, 1987.
Our investigation of allegation Rlll-A-87-042 is com9leted and we were prepared to notify the licensee of our findings and conclusions provided our centxt,cuid not ;ctentially impact on a f BI investigation of valve inpering.
Jir Creed celled a NRC HQ Information Assessment Team (I AT) representatin on Jure 22, 19E7.
The IA' representative concurred that th+ follo up contact with the FBI should be nitiated and stated that she -ouic idvise the FBI HQ in Washington, D.C. that we would be contacting the appropriate iB1 district effi:e.

Upon returninc from an inspection on June 24. 1957, I hac a cessage to call Agent VMSh ~1 ri-turned his call on June 24, 1937 but h( *es out of his office for the remainder of the day.
Agent fu$ h r returned my call in the mornina of June 25, 1987.
He stated that he needed to obtain as much detail as possible in reference to the equipment te pering event so be could prepare a referral report to his headquarters in.

Agent FM$$ said he could not advise us if an investigation would be initiated.
He would refer his report to his headquarters and they in coordination with 00J, would make the decision.
He also said that the review process has been known to take weeks.
He stated that he would include in his cover letter our need for a tiniely decision but the tireliness v.ld t;e deter nined t,y his headquarters staf f.
Agent C DSL said if we felt tuteliness was an ir.portant enough f actor, our headquarters could contact Supervisor Steven Wiley (f IS 226-7100) at the Washington, D.C.
