SHOREHAM OL ISSUANCE - UPDATE OF OPEN INSPECTION ITEMS Enclosed is an updated listing of open items, pertinent to licensing, remaining from Region I inspections at Shoreham.

This listing replaces that provided to you previously.

There are four security items and two engineering issues, listed in Attachment 1, which require resolution prior to the issuance of a low power license to load fuel and test at cold criticality and very low power conditions (Phases I and II).

The security issues were discussed with NMSS in a conference call on September 20, 1984, and will be resolved, either by the approval by NMSS of compensatory measures (in a condition to the license), or by LILCo revision of the Physical Security' Plan.

Such a revision is required, and underway, because of recent on-site organizational changes.

Of the two engineering issues, SILTEMp wrapping has been inspected, is under evaluation by Regional management, and will most probably be resolved.

The other issue concerning corrosion in the suppression pool was discussed with LILCo and Stone & Webster personnel in a conference call on September 14, 1984.

A technical position is being prepared by the licensee, and is expected to be ready for presentation to Region I in the next week. lists five items identified for resolution prior to Phase III of low power operation.

These would not preclude issuance of a Phase I/II license.

There are an additional 24 items requiring resolution prior to exceeding 5% power (Phase IV).

While not carried as an open inspection item. Region I has advised your Division of Human Factors Safety that the Shift Advisors proposed for use at Shoreham do not possess satisfactory familiarity with plant-specific proce-dures, alarms, reference material and control board layout. A meeting was held at Region I with LILCo representatives on September 17, 1984, to discuss addi-tional familiarization training.

A joint team inspection, including NRC head-quarters and regional personnel, is being coordinated to assess LILCo's reexamination of the advisors, and we expect this issue will be resolved.

Dear Mr. Denton:

On May 26, 1983 the Shoreham Nuclear Power Station Local Offsite Radiological Emergency Response Plan was submitted as part of the Atomic and Safety Licensing Board Docket No. 50-322.

On June 29, 1984 we forwarded Revision 4 to the above referenced plan.

That revision responded to comments by the Federal Emer-gency Management Agency (FEMA) Regional Assistance Committee (RAC) in their report dated March 15, 1984.

Revision 4 referenced the use of public relocation centers located in Suffolk County which would be operated by the Suffolk County Chapter of the American Red Cross.

On July 31, 1984 we submitted testimony before the Atomic Safety and Licensing Board - Docket No. 50-322-OL-3 (Emergency Planning Proceeding) which modified Revision 4 as regards public relocation centers.

The following paragraphs describe the concept of oper-ations which was presented in this testimony.

A reception center (or centers) will be listed in the LILCO Plan and public information materials.

This center (or centers) will l

be in Nassau County, and will be able to accommodate up to 32,000 l

evacuees.

services there, and provide evacuees with " clean tags".

The Red l

Cross then will direct these evacuees to Red Cross shelters throughout Nassau County in accordance with the attached letter of agreement dated July 25, 1984.

As the letter and its attachment indicate, these shelters can hold up to 48,000 evacuees.

Since they are all in Nassau County, they are located more than 20 miles from the Shoreham Plant.

Dear Mrs. Robinson:

This letter confirms our recent discussions regarding the role of the American Red Cross, as determined by Charter of the U. S. Congress, during an emergency at the Shoreham Nuclear Power Station. Upon notification of an emergency at Shoreham the Red Cross will set up emergency centers at a predesignated facility (or facilities) to be listed in the LILCO Transition Plan. The Red Cross will work with LILCO to identify the facility or facilites to be designated; any facility chosen will be 20 miles or more from the Shoreham site.

The Red Cross will staff the designated facilities and will, if necessary, dispatch evacuees from these to additional facilities for shelter.

It is agreed that the Local Emergency Response Organization (LER0) will provide monitoring and, if necessary, decontamination at the designated facilities.

In addition, there exist agreements between the Nassau County Chapter of the American Red Cross and the facilities named on the attached list, allowing the Red Cross to use the facilities for shelter during an emergency. These facilities will be relied upon by the Red Cross to provide additional space as relocation centers in the event of a radiological emergency at Shoreham, and it is to these facilities that evacuees would be directed, if necessary from the designated facilities in the LILCO Plan.

If the space in these facilities is needed during an Emergency at Shoreham, the Red Cross would fulfilll its usual emergency response functions at these facilities, including staffing them and providing supplies as needed.

It is estimated that these facilities could hold up to 48,000 people.

All facilities are 20 miles or more from the Shoreham Nuclear Power Station.
