Denton, Director Office of Nuclear Reactor Pegulation SI'PJECT: DOE ADVISORY PANEL ON WASTE MANAGEMENT OPGAN!ZATION This memorandum is ir response to .vour requast of Dacamber 12, 1984, te review and comment on tha final draft report o# the DOE canal on alternatives to managing and financing the high-level waste program.

As you requested, P!RR restricted its focus to the identification of the potential impacts on NRR's responsibilities, should the Panel's recomendhtlons be implemented. Although the Office of Nuclear Reactnr Regulation has no regulatory role in the licensing or finarcing of high-level waste repositories, the Office has the responsibility of assessing the epent fuel storace capacity at nuclear plants and of determining the need to move the spent fuel to a storace/ disposal facility.

Based on our reviaw of the sub,iect documant, we cannot identi#v env potential impact on NRR's functions or decisions, should +he Panel's recommendations be implemanted. We appreciate the opportunity to review the document.
