LETTER TO CHAIRMAN PALLADINO FROM MR. DAVID SEGOVIA-KANE OF MONTERREY, MEXICO This is in reference to the subject letter (copy attached), which was dated October 18, 1984, and to our efforts to obtain information concerning the

'~ proposed shipment to the U.S. of contaminated equipment and materials -

ori<jinally owned by EAD Metallurgical, Inc. , Tonawanda, New York.

Since the letter indicated the possibility of a shipment during November 1984, Region IV staff felt that an immediate telephone call to Mr. Segovia-Kane was necessary to determine the exact disposition of the proposed shipment. It was agreed during a discussioff between J. D. Lafleur, IP, and J. O. Lubenau, SP, that Region IV make this telephone contact. The call was completed on November 15, 1984, with the following results:

(1) The contaminated equipment and materials are still located in Monterrey, Mexico with no presently established shipment date.

(2) Mr. Segovia-Kane is seeking guidance on how to get rid of the contaminated equipment and materials.

(3) Mr. Segovia-Kane believes he is not the legal owner of the equipment.

(4) Mr. Segovia-Kane stated that his intention is to ship to EAD, Laredo, Texas.

(5) Mr. Segovia-Kane was told that the company (EAD) was no longer in business and that the company's license did not authorize the receipt of the equipment and materials in question.

(6) Mr. Segovia-Kane was told that NRC personnel would contact him again soon with further information.

The above information was called in to RI, IP, and SP staff on November 15, 1984.
