GRAND GULF 2.206 PETITION In a petition dated April 10, 1984, submitted pursuant to 10 CFR 2.206 by Jacksonians United.for Livable Energy Policies (JULEP), three matters of possible OIA interest were raised as follows:
a.
"possible improprieties and illegal acts by NRC inspectors and investiga-tors;"
b.
"the handling by OIA of the improprieties which have been previously identified;" and c.
"the effectiveness of NRC Region II in fulfilling the mandated responsi-bility to enforce the regulations of the NRC which exist to ensure protection of public health and safety."
Interviews were conducted to determine whether JULEP had specific allegations of misconduct which would demonstrate the matters raised in their petition and presented above. Field work into the two allegations thus identified has been completed and a report on the results of that effort is in preparation.

n SUPPLEMENTAL - GRAND GULF This supplements the Grand Gulf statement prepared July 25, 1984, which is incorporated herein by reference.
Ken Lawrence, JULEP member, alleged that he and another JULEP member were j
barred from a meeting at the plant site because the NRC was discussing a draft inspection report with the licensee.
Cynthia Stewart, author of the JULEP petition, alleged that the NRC staff had improperly handled the issue of technical specifications for the Grand Gulf containment because they had approved specifications for a Mark II containment which Grand Gulf does not have.
Stewart had no cther allegations to demonstrate the broad negative coments about the NRC presented in her 2.206 petition and specifically agreed she was prob.sbly in error in her reference to 0IA.
(01A has not investigated anything at Frand Gulf prior to this effort.)
Results:
It was found that licensee draft inspection reports were under discussion and that Lawrence was barred on the basis of protecting licensee proprietary information. Because no NRC " draft" inspection report was being discussed, this allegation is unfounded.
The staff has already responded to the Commission on the Mark II containment issue in March of this year. More recently an enforcement action for submission of a material false statement in connection with this issue has been suggested (see Eisenhut memo dated July 17,1984). This issue has been adequately aired by the staff and consequently there appears to be no remaining issue requiring further investigative activity by OIA.
