R1ralant to 10 CFR 50.12 (a), Georgia Power Company (GPC) hereby albmits a reglest for extension in inplementation schedsle to November 30, 1986, for outage-related modifications associated' with ccepliance with 10.TR 50 Appendix R.

The fire protection modifications for Plant Hatch reglired by Appendix R are identified in Reference 1.

References 2 through -7 discuss the Appendix R inplementation sched11e and schedilar exenptions for non-outage related modifications previously granted and transmitted by your letter dated Jaruary 16, 1985.

As part of this reglest for schedilar exemption for Hatch Units 1 and 2, GPC proposes conpensatory meaalres for the work which may not be completed per the sched21e reg 11 red by 10 CFR 50. 48 (c).

aistification for a' corrpletion date.of November 30, 1986, has been given in References. 5 ard 6 and discussed with members of. the NRC staff in meetings and telephone conversations.

Paragraph c(3) of 10 CFR 50.48 reglires in part.that cutage-related modifications be conpleted in the first refueling autage that starts 180

' days after the effective date of the albject nile. Beca2se the schedular ll 8504300442 850416 f(y)

provisions of 10 GR 50.48 were tolled until April 18, 1984, the catages after which the-fire protection modifications are required to be-cmpleted are the Unit -l refueling outage planned for the fall of 1985 and the alrrent Unit 2 refueling outage. to this letter lists those items, on a fire area-by-fire area basis, which may not be completed by the. ends of these outages.

This is becaise many cutage-related, itens involve some work which does not realire an altage, hat which nust follow work performed daring an-outage, and becalse the resources which can be applied effectively daring an outage are limited.

%e items listed in Attachment 1 may not correspond exactly with

- the modifications given. in Reference 1.

%is is die partially to other plant charges, alch as _ ATIS installation, which have changed the mmbering scheme, and routes of certain raceways and circuits.

Also,
reanalysis of the plant design and detail design work have established revised modifications and have - shown that some ciralits. which were proposed for modification already meet the reglirements of Appendix R and, therefore, reglire no modification.

These revised details of implementation do not alter the general approach used nor the conchisions drawn by Reference 1.

An amendment-to Reference 1 is currently in the review stage and will be-isaled in the near future.

Since the upcoming revision is a more alrrent reflection of the realired nodifications, the detailed listing of the' exenption items is based upon this revision.

Measures proposed to coupensate for the incouplete items in each fire area _are also specified in Attachment 1.

Reference 2 identified capensatory meaatres which GPC conmitted to meet on a fire area-by-fire area - basis for the period of time from expiration of _the 10 GR 50.48 schedile allowance until the specific fire area is in conpliance with Appendix - R as modified by the - exstptions granted by the NRC.

%e -

capensatory measures proposed in Attachment 1 are in accordance with Reference 2.

In References 4 and 7,

GPC proposeo a roving fire watch as conpensation for an extension in the implementation schedile of Appendix R modifications for four areas of-Plant Hatch. This same fire watch will be modified, as nece_ssary, to -include any additional areas specified in.

%e modified -fire watch will conmence as a conpensatory meaalre at' the:end of the 10 GR 50.48 schedile coupletion date.for the

!GeorgiaPower d Director of M1 clear Reactor Regulation U.S. N.1 clear Regulatory Comnission Washirgton, D.C.

20555 April 16, 1985 Page 3 affected fire area and will be contirued until the modifications are completed for the area.

'Ibe connon area will be inchided at the end of

' the carrent Unit 2 refueling outage.

With this albnittal, GPC realests that our proposed inplementation schedile for all items be mcxlified to provide for exenption from the schedilar reglirements of 10 GR 50.48 for the autage-related work listed in Attachnent 1.

The staffs of GPC an3 its conalltants are available for additional disalssion of this exenption reglest, should the NRC so desire.
