DENNIS S. MILETI, being duly sworn, deposes and says:

1. I am presently an Associate Professor in the Department of Sociology and Director of the Hazards Assessment Laboratory at Colorado State University, specializing in those areas of study dealing with complex organizations, hazards, policy and methods (with a particular emphasis on public emergency response). A current statement of my professional qualifications and experience is attached hereto. My business address is Department of Sociology, Colorado State University,

matters stated herein and believe them to be true and correct.

I make this affidavit in response to Eddleman Contention 215(3).

2. As explained in my Affidavit on Wilson 12(b)(3) and EPJ-2 (January 14, 1985), which I incorporate by reference herein, most people who did nct have their own private means of transportation in the event of an evacuation of the Harris EPZ would obtain transportation from friends or relatives. (People who evacuate with friends, relatives or neighbors would in most cases be picked up by their hosts, and would evacuate with their hosts in the same vehicle). Those who did not have their own private means of transportation and could not obtain transportation from friends or relatives would rely upon transportation assistance provided by emergency management officials. -
