being duly sworn, deposes and says:

I am the Director - Emergency Preparedness for Appli-cant, Carolina Power & Light Company.
In my professional ca-pacity, I have been personally involved in the development of the onsite emergency plan and procedures for the Harris plant for the past three and a half years.
Further, I have attended numerous industrial symposiums, am active in related profes-sional associations, and have participated in numerous emergen-cy exercises at operating nuclear plants.
A current statement of my professional qualifications and experience is attached hereto.

I make this affidavit in response to Eddleman Contention 213.
2.
The purpose of this Affidavit is to describe the mea-sures being taken to assure that boaters, waterskiers and swimmers on Harris Lake would be promptly alerted in the event of an emergency at the Harris plant.

Harris Lake is a recreational area within the Harris EPZ.
The lake covers approximately 4000 acres, has an average depth of approximately 18 feet, and i: located entirely within Wake and Chatham Counties.
Recreational activities on the lake include boating, waterskiing, and swimming.

The fixed siren system will be the primary means of alerting boaters, waterskiers and swimmers on the lake in the event of an emergency at the Harris plant.
Because current plans do not contemplate the use of vehicles as part of the warning system design on Harris Lake, no risk of " boat or traf-fic accidents" will be associated with the alerting process.

Carolina Power & Light Company ("CP&L") is in the process of contracting with Acoustic Technology, Inc. ("ATI")
to analyze and evaluate the existing siren system as a means of alerting boaters, waterskiers and swimmers on Harris Lake.
As a result of this study, ATI will prepare a report which docu-ments the analysis of the warning system design for alerting of boaters, waterskiers and swimmers.

Based upon the results of ATI's study, the existing siren system will bc enhanced as necessary to ensure that the siren signal is distinguishable above the projected ambient i

planned as a four-unit pressurized water reactor plant.

o Responsibilities included coordinating activities during the Construction Permit review of the SHNPF which involved responding to over 200 formal NRC questions in safety, environmental, and financial areaal preparing testimony to be used before the Advisory Committee l
on Reactor Safeguards and the Atonio Safety Lice'ising Board; and representing Carolina Power & Light Company in technical meetings held with the NRC Staff. Emphasis placed on ayates and plant design, industry codes and standards application, and construction procedures and techniques.
A staff of tW0 engineers and four technicians reported directly to see in this assignment.
Special Assignment - Coordinated the development, publication, and submittal of the Operating License Application, Final Safety Analysis Report, and Environmental Report-Operating License Stage, for the SHHPP.
Special Assignment - Chairman of Corporate SIDIPP Action Itee Management Team charged with the responsibility to ensure that commitments made to the Nuclear Regulatory Commission on the SIDIPP project are met.
