Beaver Valley Power Station, Unit No.1 Docket No. 50-334, License No. DPR-66 Response to Generic Letter 83-28 Gentlemen:

The attached document gives the status of current conformance and plans and schedules for future conformance with positions contained in Generic Letter 83-28. This information is transmitted in accordance with the requirements of 10 CFR 50.54(f).

The Q*5 - List Rules mentioned in the response to Position 2.2.1.2 and referenced as an attachment, is proprietary to the Quadrex Corporation, and accordingly, it is respectfully requested that the information con-tained in this attachment be withheld from public disclosure in accordance with 10 CFR 2.790, as amended.

The attachment containing the proprietary information will be forwarded under separate cover.

The following is a summary of the commitments made within the report for implementing improvements which will be made in the near future.

We have also identified items which deviate from the action iters requirements. The bases for these deviations are established within the individual line item responses.

1.

Post Trip Review A revised post trip review procedure will be implemented by January 1, 1984.

During the interim we will continue to use the existing procedure.

2.

Equipment Classification and Vendor Interface By January 1,1984 the Master Equipment List (MEL) will be the primary index used to identify Safety Related Equipment.

Procedures are to be revised where applicable to utilize the MEL by January of 1984.

The results of the NUTAC on vendor interface are to be reviewed and an additional response provided for positions 2.2.2 within forty-five (45) days after receipt of the finalized NUTAC document.

Post Maintenance-Testing i

Review of Westinghouse Technical Bulletins and Data Letters is to be completed by January of 1984. Upon completion of the review an implementation schedule will be established.

4.

Reactor Trip System Reliability Improvements The WOG program for trip breaker maintenance is to be reviewed with i

recommendations determined necessary to upgrade breaker integrity

[

incorporated into procedures prior to the fourth refueling outage.

A trending program to cover response time and a select set of adjust-ments, repairs and component failures is to be developed and imple-mented by December of 1983.

Breakers and their components will be periodically replaced when sur-veillance, maintenance and trending identify degradation. The WOG-program on life cycle testing will be reviewed and the recommendations.

determined necessary in maintaining the breakers will be adopted.

An additional response will be provided following our review of the WOG program.

If the final ATWS rule does not require a diverse scram actuation system, the automatic shunt trip modification will be implemented and the response to the thirteen (13) questions in the NRC SER for the generic shunt trip modification will be submitted. A codified diverse trip system requirement would negate the need for the shunt trip modification.

Independent bi-monthly testing of the shunt and UV. trip devices will be co'ntingent upon installation of the automatic shunt trip modifi-cation.

Exception is taken to functionally testing the bypass breakers prior to their use.

A Technical Specification Change Request will be submitted to revise reactor trip system test intervals when the changes submitted in WCAP 10271 are incorporated into the standard technical specifications.-

If you have any questions on this response, please contact our.

Nuclear Safety and Licensing Department directly.

Ver t 1 yours,

. Carey
