l. INTEDDUCTION This Semiannual Radioactive Effluent Release Report for the period of January 1 through June 30, 1991 is submitted in accordance with i Section 6.9.1.8 of Appendix A t o Grand Gulf Nuclear St at ion (GGNS) 1.lcense No.

NPF-29. That portion of Appendix A which refers to thn monitoring of radioactive offluents, Sections 3/4-11 and 3/4-12, will horcafter be rnferred to as the Radiological Efflunnt Technical Specification (KETS).

Airborno discharges at GGNS are considered ground-level releases. All liquid and airborno discharges to thn environment worn analyxed in accordance with the RETS requirements. All effluent releason worn within the concentration and total reloano limits specified by the RETS.

Projected offsite doses worn within the dosn limits specified by the RETS.

The doses woro projected using tho nothodology of the GGNS Of fnito Dosn Calculation Manual (ODCH).

The summation of all gaseous releases during the reporting perl(xl is given in Tabic 1A, while elevated releases and ground-level releason for the reporting poclod are given in Tables ID and 10, respectively. Table 10 describes the radioactive gaseous sampling and analysis program implemented at GGNS.

The summation of. all liquid rolcases during the reporting period is given in Table 2A, while continuous and batch modo reinases are given in Table 28. Tabic 20 describes the radioactive 1.iquid wasto sampling and analysis program implemented at GGNS. Solid radioactive waste and irradiated fuel shipments during the reporting period arn summarized in Table 3. Motnorological data is included i

in Tables 4A - 40. Tablo 4D presents atmospheric stahtlit y classifications.

o D. Measurement s and Approximations of Total Act ivit y The follow .ng discussion details the methods used to measure and approximate tetal acttvity for the following:

1. Fissin* and Activation Gases
2. Radiolodines
3. Particulates
4. Liquid Effluents Tables ID and 20 givn sampling frequencies and minimum detectable sensitivity requirements for ihn analysis of gaucous and liquid offluent j streams, respectively.

Values in the attached tables given as zero do not necessarily imply  ;

that thn radionuclidos worn not present. A zero indicates that the radionuclide was not. present at levels greater than the sensitivity requirements shown in Tables ID and 20. For some radionuclidos, lower detection limits than required may be readily achievable; when a radionuclido is measured below its stated detection limits, it is I reported.

1. For Fission and Activation Casos The following noblo gases are considorod in ovaluating gaseous airborno dischargos: ,

Kr-89 Xe-138 Porlodic grab samples from Station offluent ntroams are analyzed by a computerized pulso knight analyzer system utilizing bigh-resolution germanium detectors. (Son Tablo 1D for sampling and analytical requirements.) Isotopic values thus obtained aro used for dose release rate calculations due to offluent relcar,cs as given in Sect. ion II. A.1. of thin report. Only those radionuclidos that. are detected are used in this computation. During the period between grab '

samples, the amount of radioactivity rolensed is based on the offluent monitor readings. Monitors are assigned a calibration factor based upon the last isotopic analysis, using the following relationship Cg =

Those calibration factors, along with the hourly offluent monitor values and flow rates, are entered into the laboratory computer where the release rates for individual radionuc11 dos are calculated and stored. If no activity is detected in tho grab samplo, the calibration factor for Rr-85 and the donc factor fot Kr-89 are entered into the laboratory computer.

2. For Particulates and Radiolodinos The tsdiolodines and radioactivo materials in particulate form to be considornd arci Zn-65 1-133 Cr-51 Cs-134 Hn-54 Cs-136 Fe-59 Cs-137 Co-58 Ba-140 Co-60 00-141 Sr-89 Co-144 Sr-90 Other radionuclides Zr-95 with half-11 von Sb-124 greater than 1-131 8 days.
3. For Continuous Releases

outinuous sampling is ' performed on the continuous release points (i.e. , Radwasta Vent, Cont ainment Purgo, Fuel llandling Aron Vent, Turbinn Building Vont). ~Particulatn material is collected by filtration. Radiofodines are collected by adsorption onto a charcoal filter. - Periodically these filters are removed and analyzed on the pulso height analyzer to identify and quantify radioactive materints collected on the filters. Particulatn filters are then analyr.ed for gross alpha and Strontium-89 and -90 as required. Cross alpha determinations are made using a 2 pi gas flow proportional counter.

Strontium-89 and -90. values are obtained by chemien1 separation and subsequent annlysis using 2-pi gas flow proportional counters. During-major operational-occurrences, the frequenc to-satisfy the requirements of footnoto "c"y of sampling of Tabin is increased 1D, "Radioactivo Gaseous Wasto Sampling and Analysis," (GGNS RETS, Tablo 4.11.2.1.2-1).

4. For Batch Rolcanos: Gases The processing of batch typo releases (from Containment-Purgo) is=

analogous to that for continuous releases.

III. 1991 RADIATION DOSE

SUMMARY

Indicated below is the annual summary of offsito doses attributable to GGNS during 1991. Inspection of the values indicate that GGNS rolcanes woro within the 10CFR50, Appendix I design objectivos.

Since there are no other fuel- cycle facilition within 8 km of GGNS, 40CFR190 limits have also been mot during this period.

All parameters listed were calculated in accordance with the GGNS ODCH.

A. Water-Related Exposure Pathways I

i The values calculated in this section utilize the information provided in

Tables 2A and 2B of this report and the calculational methodology of tho ODCH.

This location corresponds to one of the two onsito GGNS gardens. Pathways considered in the doso calculat f ons are inhalation.  :

a. Resins were dewatered in steel liners or High Integrity Containers according to the requirements of the GGNS PCP and shipped to Barnwell, SC for burial. Some resin was shipped to Scientific Ecology Group (SEG) of Oak Ridge TN for volume reduction.- SEG shipped reduced waste to Barnwell. SC.
