This includes establishing responsibilities and controls for EE 580 use.
1.2 The scope of this Practice is to provide ANPP use of the EE 580 Computer Prograc for an interim period.
2.0 RESPONSIBILITIES 2.1 Mananer. Engineerinn Department 2.1.1 Responsibic for the overall use of EE 580 to ensure configuration control of the data bcse is maintained.
2.2 Supervisor, Electrical Ennineerinn 2.2.1 Responsibic for the completion and control of EE 580 Input Sheets for Engineering issued DCP's.
2.2.2 Responsibic for providing and justifying the budgeting estimate for ANPP Computer usage charges for the EE-580 software package.
2.3 EE-580 Coordinator, Ennineerinn Evaluations 2.3.1 Responsibic for receiving, tracking and processing EE-580 Installation Cards (IC'sj upon request from PVNGS Work Departments.
2.3.2 Responsible for running updates to the EE-580 data base from ANPP completed input sheets and installation cards.
2.3.3 Pesponsible for providing IC's to PVNCS Work Departments when requested, 2.4 Manager ANPP kesponsible Work Organization 2.4.1 Responsibic for ensuring that work plan / procedures incorporate.

3.3 Installation Cards

3.3.1 IC's shall be obtained by the responsible PVNCS WorktDepartment prior to issuing a work packagn to the field requiring a change or new installation of:

Terminations B.
Cable Routing C.
Raceway (Conduit)
D.
Tray (Cable Tray)
E.
Equipment F.
Jumpers 3.3.2 It is the responsibility of the Authorized Work Departments to ensure that the latest revision IC is its the Work Package.
The Authorized Work Departments shall coordinate with the Engineering Evaluations EE-580 Coordinator to accomplish this.
3.3.3 Discrepancies between the IC's and drawings shall be! addressed with an EER per Reference 5.1.8.
3.3.4 IC's are not required for lifting and relanding terminations to the identical terminal point.
This type of termination shall be documented on a determ/reterm sheet as per Reference 5.1,2.
3.3.5 An Installation Card R(quest (Appendix 1) shall be used to obtain cards from the Engineering Evaluations EE-580 Coordinator.
IC's cannot be obtained without a Work Order number.
Cards will then be distributed to the Work Department to support schedule requirements.
3.3.6 On';c the IC's for a work package are issued, the work must be issued to the field within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> and/or actual work begun within 144 hours0.00167 days <br />0.04 hours <br />2.380952e-4 weeks <br />5.4792e-5 months <br /> (6 days).
If these criteria cannnt be met, the IC shall be returned upon request from the Enga.ieering Evaluations EE-580 Coordinator.
3.3.7 Once an IC has been issued, it is considered an integral part of plant design and shall be treated as a QA record.
3.3.8 Work packages changing electrical configuration cannot be closed without copies of completed IC's included with the package.

NE~found thnt about 20 cables and termin3tions have an Ell, EP or G200 110LD's on them.
This shows that the design on these are not cortplete.
No cards can be generated to work in the unit until these engineering holds are released.
The DCP's that are associated vith these cables and' -
terminations are showing closed.
Somo documentation is missing.
DCP I.Sh QF-011 has the EE580 work done, but DCP was wrapped with PCP 84-01-QF-017-00 on 6/25/85, but report from CCG on 1/19/87, PCP had not been issued to ABRM - system engineer says work is done in unit, it was yalked.down with the NRC as it was a commitment.
DCP 10E-QF-068 is listed on report as being an operating license commit-ment.to NRC.
It was.due on 2/15/86, as of 3//18/87 it was still on delay.
A brief audit of work documents showed four (4) DCP/PCP's have been closed, but WO/CWO to do retest is still open.

One work document to do retest for PCP was on delay since 7/5/85, these packages should be closed together to complete documentation.
Five (5) PCP's were issued.to.vork on these, dates - 11/13/85, 4/30/86, 2/5/86, 4/10/86 and 3/1/87, but work is still on dela*.
EE580 cards were issued as soon as WO/CWO number was given to coordinator.
As soon as card is issued, the new design information is in data base.
The "as built" is removed and not stored - the data base shows new design for DCP as the unit "as built" condition.
Procedure 7N414.04.00 states that actual work must begin within 144 hours0.00167 days <br />0.04 hours <br />2.380952e-4 weeks <br />5.4792e-5 months <br /> (6 days) or cards shall be returned to coordinator, although this still does not allow data base to be returned to "as built" conditions.
PCP 84-01-QF-018 is on delay, it is also listed as a commitment.
was due for completion on 4/30/86.
It CCG report on 2/26/87 showed Unit I had approximately 25 PCP's that had been partially worked, but not partially closed.
As a result of a meet-ing conducted between ABRM, OPS Engineering and CCG, these partial closures would begin.
This is still an area of concern - partial closures should be limited as much as possibic and another work document processed to complete remainder of PCP work.
Documentation must maintain configuration control.
