Facility as Part of Unit No. 2 of the San ) Amendment Application Onofre Nuclear Generating Station ) No. 23 SOUTHERN CALIFORNIA EDISON COMPANY, ET AL. pursuant to 10 CFR 50.90, hereby submit Amendment Application No. 23.

This amendment application consists of the following proposed changes to facility Operating License NPF-10:

Proposed Change NPF-10-4, Revision 1, is a request to revise Technical Specification 3/4.3.2, ENGINEERED SAFETY FEATURES ACTUATION (ESTAS)

INSTRUMENTATION, to not require testing of certain ESFAS relays at six month intervsl: necessitating a plant shutdown. The Proposed Change will require testing of these relays at each cold shutdown of sufficient duration, unless they had been tested within the previous six months.

Proposed Change NPF-10-41 is a request to revise Technical Specification 3.2.8, PRESSURIZER PRFSSURE, to clarify the meaning of the phrase " average pressurizer pressure".

Proposed Change NPF-10-84 is a request to revise License Condition 2.C(5), Environmental Qualification, to reflect the current requirements of 10 CFR 50.49.

Specification 4.8.1.1.2.d.6, a diesel generator surveillance requirement, in accordance with a Generic Letter 83-30.

Preposed Change NPF-10-97 is a request to revise Technical Specification 3/4.6.4.1, HYDROGEN MONITORS, to clarify the surveillance requirements to be in accordance with manufacturer's recommendations and to improve containment integrity by reducing the amount of time containment isolation valves are opened for instrument calibration.

I Proposed Change NPF-10-98 is a request to revise License Condition 2.C(14)a relating to fire protection to clarify reporting requirements, with respect to License Condition 2.G. for deviations from the Fire Hazards Analysis.

Proposed Change NPF-10-144 is a request to revise Technical Specification 3/4.6.1.7, CONTAINMENT VENTILATION SYSTEM, to increase the l limitation on the use of the 8-inch containment purge system from 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> l to 3000 hours0.0347 days <br />0.833 hours <br />0.00496 weeks <br />0.00114 months <br /> per 365 days.

Proposed Change NPF-10-41 is considered to constitute a Class II amendment in that it is essentially editorial in nature. The fee of $1,200 corresponding to this determination is enclosed.

Proposed Change NPF-10-84 is considered to constitute a Class II amendment on the basis that this change is administrative in nature. The fee of $1,200 corresponding to this determination is enclosed.

Proposed Change NPF-10-91 is considered to constitute a Class II amendment on the basis that it is administrative in nature. The fee of $1,200 corresponding to this determination is enclosed.

Proposed Change NPF-10-97 is considered to constitute a Class II amendment on the basis that this change is administrative in nature. The fee of $1,200 corresponding to this determination is enclosed.

Proposed Change NPF-10-98 is considered to constitute a Class II amendment on the basis that this change is administrative in nature. The fee of $1,200 corresponding to this determination was remitted with Southern California Edison Company's letter dated December 2,1983.

Proposed Change NPF-10-144 is considered to constitute a Clats II amendment on the basis that this change is essentially administrative in nature. The fee of $1,200 corresponding to this determination was remitted with Southern California Edison Company's letter dated January 3,1983.

L This amendment application consists of the following proposed changes to Facility Operating License NPF-15:

l Proposed Change NPF-15-4, Revtston 1, is a request to revise Technical Specification 3/4.3.2, ENGINEERED SAFETY FEATURES ACTUATION (ESFAS)

INSTRUMENTATION, to not require testing of certain ESFAS relays necessitating a plant shutdown at six month intervals. The Proposed Change will require testing of these relays at each cold shutdown of sufficient duration, unless they had been tested within the previous six months.

Proposed Change NPF-15-41 is a request to revise Technical Specification 3.2.8, PRESSURIZER PRESSURE, to clarify the meaning of the phrase " average pressurizer pressure".
