Subject; Docket Nos. 50-361 and 50-362 San Onofre Nuclear Generating Station, Units 2&3 Enclosed are three executed and forty conformed copies of Amendment Application No. 23 to Operating License NPF-10 and Amendment Application No. 9 to Operating License NPF-15 for San Onofre Nuclear Generating Station, Units 2 and 3, respectively.

Amendment Application No. 23 far Unit 2.consists of the following proposed changes:

1. Proposed Change NPF-10-4, Revision 1, is a request to revise Technical Specification 3/4.3.2, Engineered Safety Features Actuation (ESFAS) Instrumentation, to not require testing of certain ESFAS relays at six month intervals necessitating a plant shutdown. The proposed change will require testing of these relays at each cold shutd6wn of sufficient duration, unless they had been tested within the previous six months.

This revision of Proposed Change NPF-10-4 replaces the original version submitted by Southern California Edison Company's (SCE) letter dated July 23, 1982.

2. Proposed Change NPF-10-41 is a request to revise Technical Specification 3.2.8, Pressurizer Pressure, to clarify the meaning of the phrase "average pressurizer pressure'.
3. Proposed Change NPF-10-84 is a request to revise License Condition 2.C(5), Environmental Qualification, to reflect the current requirements of 10 CFR 50.49.
4. Proposed Change NPF-10-91 -is a request to delete Technical Specification 4.8.1.1.2.d.6, a.diesel generator surveillance requirement, in accordance with-Generic Letter 83-30.
5. Proposed Change NPF-10-97 is a request to revise Technical Specification 3/4.6.4.1, Hydrogen Monitors, to clarify the surveillance requirements to be in accordance with manufacturer's recommendations and to improve containment integrity by reducing the amount of time containment isol tion valves are open for instrument calibration.

6. Proposed Change NPF-10-98 is a request to revise License Condition 2.C.(14)a, relating to fire protection to clarify reporting requirements, with respect to License Condition 2.G, for deviations from the Fire Hazards Analysis. This proposed change was informally submitted by SCE's letter dated December 2, 1983.
7. Proposed Change NPF-10-144 is a request to revise Technical Specification 3/4.6.1.7, Containment Ventilation System, to increase the limitation-on the use of the 8-inch containment purge system from 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br /> to 3000 hours0.0347 days <br />0.833 hours <br />0.00496 weeks <br />0.00114 months <br /> per 365 days. This proposed change was informally submitted by SCE's letter dated January 3, 1984..

Amendment Application No. 9 for Unit 3 consists of the following proposed changes:

1. Direct distribution of Amendment Application No. 23 to Operating License NPF-10 and Amendment Application No. 9 to Operating License NPF-15 will be made in accordance with the service list provided in SCE's October 7, 1983 letter to the Commission. An affidavit attesting to the fact that distribution has been completed will be submitted within ten days of amendment docketing.
