Dear Mr. Wagner:
The following is supplied as a clarification of PSC's letter P-83147 in regards to the completion date for PSC's Emergency Response Facilities (ERFs).
~PSC is proceeding in a parallel mode concerning the implementation of the Safety Parameter Display System, Regulatory Guide 1.97 Instrumentation, the Control Room Design Review and.
finalization of the ERFs. These activities will be initially completed and in service by Fort St. Vrain's 4th refueling (currently scheduled for December, 1985). These activities will then be evaluated by a verification and validation effort. Any problems

identified during this verification and validation review will be resolved by Fort St. Vrain's 5th refueling.
I hope this clarifies the original intent of PSC's letter l
P-83147.
