In Reference 1, Public Service Company of Colorado (PSC) ccmmitted to revise, implement, and provide training on the Fort St.

Vrain (FSV)

Emere n cy Operating Procedures (EOP's).

PSC advised the NRC that this.ammitment would be completed 18 months after PSC's Procedures Generation Package (PGP) submittal. Since PSC submitted our PGP on October 30, 1985, (Reference 2) the upgraded E0P's are currently scheduled to be implemented by April 30, 1987. NRC's understanding of this date is reflected in Reference 3.

April 25, 1986 PSC's commitment to upgrade and implement the FSV E0P's is one of several commitments that resulted from Supplement I to NUREG-0737,

" Requirements for Emergency

Response

Capability", which was transmitted by Generic Letter 82-33 (Reference 4). PSC's comitments to:

(1) make the Safety Parameters Display System (SPDS) operational and fully train FSV operators; (2) the installation of Regulatory Guide 1.97 equipment for post-accident monitoring; (3) completion of the control room design review for human factors engineering considerations, are all scheduled for restart after fourth refueling.

As discussed earlier, PSC's comitment to upgrade and implement the 1

E0P's is scheduled for completion on April 30, 1987.

Since work on the E0P's is closely tied to the SPDS and other NUREG-0737, Supplement I requirements, changes in those areas could impact the E0P's. Therefore, to make all these commitments consistent, PSC requests NRC concurrence to change the upgrade and implementation of the E0P's to restart after the fourth refueling. This change will permit comprehensive integration of SPDS enhancements and other NUREG-0737 requirements into the Emergency Operating Procedures.
