SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS 50-445 AND 50 446 FSAR AMENDMENT 80 DESCRIPTION-Gentlemen:
Amendment 80 to the CPSES FSAR was transmitted to you under a separate cover letter TXX 901030. dated November 30, 1990. The attachment to this letter provides line by-line descriptions of the the changes in Amendment 80.
FSAR pages which do not have technical changes but are included in the amendment (because they. are the opposite side of the sheet from a page that was changed, because the change shifted the existing material to another page or because only editorial changes were made on these pages) are not discussed in the l
attachment.
As has been the TV Electric practice in the past several amendments, all changes described in the attachment have been evaluated for relative significance (i.e., the group number 1, 2, 3 or 4 following each change justification as discussed in TU Electric TXX-88467 dated June 1,1988).
In addition, all changes applicable to CPSE3 Unit I have been reviewed under the TV Electric 10CFR50.59 process and found not to include any "unreviewed safety questions."
Sincerely, William J. Cahill, Jr.

-(Revision)
Auditing of Quality Assurance Programs Will Comply With Regulatory Guide 1.144, Revision 1 (9/80)
Justification:
The commitment for auditing QA Programs has been re-vised.
Compliance with Regulatory Guide 1.144 Revi-sion 1 (9/80), which endorses ANSI N45.2.12-1977. is now mandatory for Construction and Operation of.CPSES.
Previously, the auditing of the QA Programs "or Con-struction and Operation met the requirements of diffar-ent, earlier draft revisions of the ANSI Standard.
Cc.npliance with the same revision of the ANSI Standard
?
ensures continuity and consistency in the auditing of Construction and Operation phase 0A Programs.
This.
change does not represent a reduction in commitments in the OA Program as described in the FSAR.

Revise FSAR figure to reflect three new high energy line breaks postulated at the welded attachments in the l
Steam Generator Blowdown. System (8SB-1 060-1302 5) within the Turbine Building.
Justificat10n:
Of the three new postulated.high energy line breaks postulated in the Steam Generator Blowdown (SGB)-System only one has the potential for affecting a system cre-dited with mitigating the consequences of a'high energy line break (HELB). The effected system is only required to mitigate the envirnomental effects of a break in that system. This new HELB i: located-in the same area as existing postulated HELB's that have been previously l
analyzed for HELB effects, so no unacceptable con-sequences are presented by this new HELB designated 17200/L.'The remaining two new HELB's (i.e. HELB's de-signated 705C/L and 1696C/L) are located outside of' h
areas containing essential components required for safe f.

Leakage though normally closed valve 100 0195 l
was limited by check valve 1C0-0440 and the system was' l
protected by relief valve 1AF-0251.
Amenbient ' 78 incorporated an alternate means of protecticn.
If valve 100-0196 is normally open, it serves as a path for the leakage through 100-0195, The alternate datign was prepared before valves 100-0440 and 1AF-0251 were physically added. This amendment is consistent with current as-built design.

Revises T14.2 3, Sheet 29, test prequisite #4 to delete the requirement' that all RCCA's be ' inserted when the reactor is shutdown prior to initial criticality.
Justification:
The basis for the prerequisiste that "the reactor is shutdown prior to initial criticality" is to ensure the reactor leakage is within specification prior to 5
increasing the radioactive content of the coolant by achieving initial criticality.
The requi:ement for:the reactor to be shutdown and the requirement for testing-prior to criticality is unchanged, The posit 1cn of the RCCAs has no bearing to the validity of the'tes'.
result!.
The postion of the RCCA's are controlied by other initial startup procedures and are not necessarily fully inserted.
This complies with the L
Regulatory Guide 1.68 requirement that the sequence of startup tests be ordered so that safety is not dependent on untested structures, systems or compontents.
This change to the inital startup program was previously transmitted to the NRC in TXX-90155 dated April 20, 1990.

Revise the seismic Category and Quality Assurance Notes for the Boron Recycle System Evaporator Package components
- E Attachment tn TXX 901031 November 30, 1990 Page 13 of 27 FSAR Page zt
-(n matDdfj)
Dg}crietion Jussification:
J The Distillate water side and Distillate side of the Evapo"ator condenser and the Gas side of the Vent Con-denser have been changed to Seismic Category NONE.
Only their mounting, anchors and supports are Seismic Category !! and subject to the Note D Operations OA Program.
Generic Justification:
The purpose of Table 17A 1 is to list items with quali-ty assurance (QA) requirements. Currently Table 17A 1 may list items as Seismic Category !! if any portion of the item meets the criteria of FSAR Section 3.2.1.2.
However, without the critical attributes specified. it is not readily apparent for which portions of the item t
OA is required.
Table 17A 1 is being changed to more clearly specify the critical attributes of Seismic Category !! items which are subject to 0A requirements.
By listing the critical attributes, the Table more accurately reflects how the seismic qualification is maintained.
In most cases, the OA requirements are only applicable to an-chors and supports.
For items where subcomponents or mountings are the only portions that have Seismic Cate-3 -
s;ry 11 QA requirements, " Seismic Category II" has been replaced by "NONE" and the Seismic Category 11 attri-butes have been listed in the Notes at the end of Table 17A 1.
Since this change only clarifies which attributes have 0A requirements without changing the overall seismic qualification of the item, it does not represent a re-duction if the commitments of the QA Program.
