! tDWIN I. HATCH NUCLEAR PLANT UNIT 2 TEMPORARY CHANGE TO TECHNICAL SPECIFICATION -

DIESEL GENERATOR OPERABILITY Gentlemen:

In accordance with the provisions of 10CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes an amendment to the Technical Specifications (Appendix A to the Operating License). The proposed amendment will temporarily extend the 72-hour Limiting Condition l

for Operation (LC0) for one inoperable diesel generator.

t On the afternoon of July 27, 1982, while performing normal diesel

generator surveillance, diesel generator 2C tripped after thirty-seven minutes of operation. After investigation, a restart was made and the diesel was brought to rated speed. Upon approaching rated speed, a knock was noted and the engine was manually shutdown. The diesel generator was

! declared inoperable which placed Unit 2 in a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> LCO per Hatch Unit 2 Technical Specification 3.8.1.1. Subsequently, the top crankcase cover was i removed and a connecting rod was observed to have failed. Plant Hatch i personnel have detennined that it is not possible to repair the 2C diesel engine within the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> LC0 period which expires at 2:00 (EST) on July 30, i 1982.

l The summer season has historically been a time of maximum energy demand i for Georgia Power and the Southern Company system. The system peak projection for August, 1982 is 20541 MW, and this demand likely could occur l in- the next two weeks due to 'the current period of hot weather.

l Additionally, Southern Company provides 1050 MW of capacity to neighboring utilities, bringing the projected generating requirement for the period to about 21600 MW. Currently, sufficient generating capacity exists to meet 1

I GeorgiaPower A U. S. Nuclear Regulatory Commission Office of Nuclear Reactor Regulation Page Two July 29, 1982 this demand with satisfactory margin. A shutdown of Plant Hatch Unit 2 would decrease the margin of non-oil burning reserve by approximately thirty percent.

GPC requests a revision to the Appendix A Technical Specifications for Unit 2. This temporary exception would allow a fif teen (15) day extension to the LC0 for repairs to be made on diesel generator 2C while continuing to operate both Units 1 and 2. The proposed Technical Specifications are included as Attachment 1.

GPC proposes to demonstrate the operability of the remaining A.C.

electrical power sources by performing the surveillance requirements of i Section 4.8.1.1.2.a.4 at three day staggered intervals for diesels 2A and  !

18. More frequent testing for the extended period of time requested is not ceccmended by the diesel manufacturer due to accelerated wear. Personnel dedicated to the rapid tortection of any operational problems which might occur on the remaining four diesels will be assigned on an around the clock basis during the repair of diesel 2C to further increase the reliability of the remaining diesels. Additionally, each of the independent circuits between the offsite transmission network and the Class lE onsite distribution systems will be verified to be operable at least once per eight hours per Section 4.8.1.1.1.a during the period of repair. To further increase the margin of safety for Unit 2, the swing diesel (lB) Unit Loss of Off-Site Power (LOSP) select switch will be positioned to Unit 2. In the unlikely event of a LOCA, the 18 diesel will automatically swing to the unit undergoing the LOCA. In the event of a LOSP, the diesel will preferentially tie to the Unit 2 emergency 4160 volt bus, making two diesel generators available for each unit. The probability of a LOSP at Plant Hatch is very low because of the inherent stability and high reliability of the Southern Electric System grid and the five 230kv and three 500kv lines supplying offsite power capability to Plant Hatch.

Justification for this requested change is based on the extremely low likelihood of a loss-of-coolant accident concurrent with the loss of all offsite electrical power during the extended 15' day period. The difference between the probability of occurrence of the postulated events during a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period and an 18 day period is negligible, due to the extremely small likelihood of occurrence of an event during either time period. Thus, the probability of occurrence of an accident or malfunction is essentially unchanged from pervious analyses. The consequences of an accident or malfunction remain unchanged from those which would result from an accident or malfunction which might occur during the allowed 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. Due to the compensatory measures described above, margins of safety are increased above those available while in the ACTION statement of the existing Specification. Attachment 3 provides a more detailed discussion of the acceptability of the requested extension.

Nuclear Regulatory Commission Office of Nuclear Reactor Regulation Page Three July 29, 1982 The Plant Review Board and the Safety Review Board have determined that the proposed change to the Technical Specifications does not involve an unreviewed safety question. This request is a Class III amendment as determined in Attachment 2. Accordingly, a check for $4,000.00 is enclosed. We request your immediate attention to this proposed change due to the constraints imposed by the present LC0.
