This letter constitutes written followup of a request for temporary relief from a Plant Hatch Unit 2 Technical Specifications requirement.

We understand that this waiver was granted by the NRC on July 29, 1986, via telecon between Georgia Power Company personnel and members of the NRC staff.

This temporary relief from compliance with Hatch Unit 2 Technical Specification 3.8.1.1 was granted to allow the NRC sufficient time to review our request to revise the Limiting Condition for Operation (LCO) time for loss of the Hatch Unit 2 diesel generator 2C, during the short period of time required to repair and return the diesel generator to service.

On July 28 and July 29, 1986, in several telephone conversations, we discussed with you and NRC-NRR, Georgia Power's submittal requesting the LC0 extension.

At your request, additional information regarding this matter was submitted to the NRC on July 28, 1986.

As stated in our submittals (i.

e., the Technical Specifications change request, dated July 28, 1986, and the additional information submitted on July 28,1986), and as discussed in our telephone conversations with you and NRC-NRR, Georgia Power believes that the temporary extension of the LC0 has a negligible impact upon plant safety.

It is our understanding, based upon the additional information, that NRC-NRR believes that the temporary Technical Specifications change can be approved as written.

As agreed upon in our discussions, GPC will have procedures in place to achieve cold shutdown, assuming a loss-of-offsita power coincident with the failure of Unit 2 diesel generator 2A (diesel generator 1B is available).

The plant operations personnel will be made aware of and trained in regard to these procedures.
