, On May 27., 1992, the NRC staff issued Supplement No. I to Generic Letter l (GL) 87-02, which transmitted Supplemental Safety Evaluation Report No. 2 ,

(SSER No. 2) on the Seismic Qualification Utility Group's (SQUG's) Generic

, Implementation Procedure, Revision 2 (GIP-2), dated February 14, 1992, for the

! resolution of Unresolved Safety Issue (USI) A-46. By letter dated September 21, 1992, the licensee submitted its 120-day response to the GL supplement for Fort Calhoun Station, Unit 1. By letter dated November 30, 1992, the staff interpreted the licensee's response as a commitment to use the entire GIP-2, including both the SQUG commitments and the SQUG implementation guidance, as supplemented by SSER No. 2.

In its letter dated February 11, 1993, the licensee confirmed that the staff's

! interpretation described in the November 30, 1992, letter is correct in that the licensee intends to use the entire GIP-2,-including the SQUG commitments and implementation guidance. The staff finds the licensee's response acceptable. Additionally, as stated in Section 1.2.3.1 of the SSER No. 2, the staff recognizes that the licensee may revise its licensing basis in accordance with 10 CFR 50.59 to reflect the acceptability of the USI A-46 l
