By letter dated February 11, 1993, responding to the NRC staff's evaluation  !

dated November 30, 1992, you provided clarifying information and reassured the staff of your intention to implement both the Seismic Qualification Utility r Group (SQUG) commitments and Generic Implementation Procedure, Revision 2 l (GIP-2) Guidance. [

In your response, Omaha Public Power District (0 PPD) agreed with the staff's  !

assessment of the instructure response spectra as " median centered" rather  ;

than " conservative design." However, OPPD indicated that it may optionally i use Alternate Seismic Criteria and Methodology (ASCM) as " median centered" '

spectra. Even though ASCM has been approved by the staff, its applicability, e as approved, is limited to certain components or conditions and is, therefore, (

not generic.  ;

In view of this fact, OPPD should provide to the staff a comparison between  ;

the criteria in Appendix F of the Updated Safety Analysis Report and the ASCM  !

to show that ASCM meets the " median centered" definition. If the results are found to be satisfactory, then the response spectra generated on the basis of ASCM can be considered as " median centered." This information question was discussed by the NRC staff and OPPD staff on August 9, 1993. As discussed [

additional information will be submitted within 30 days. If you have any
