CONSULTANT AND EXPERT APPOINTMENTS All NRC consultant and expert appointments made effective July 1, 1983 or after will expire on June 30, 1984. If you wish to reappoint any of your consultants, experts, Administrative Judges, or, if you wish to make new appointments, you must initiate paperwork as outlined on the attachment. As you may know, consultant and expert time is reflected on FTE usage reports during the pay periods in which those consultants and experts are paid. This time int.erval can be some length of time after the work has actually been performed. If the lapse of time between work performance and reimbursement is substantial, your FTE usage and projections may be affected. Therefore, please encourage your consultants and experts to submit vouchers for payment promply to Payroll. There are some consultants who are appointed to more than one office. This situation has, in the past, posed some problems with FTE accounting. To assure that such problems are minimized, we urge you to place the organization code for your office in the upper left-hand portion of the signature box on all pay vouchers which are submitted by consultants who work for more than one NRC office. This simple procedure will charge consultant ime to the appropriate office. To facilitate the efficient processing of consultant and expert appointments for the upcoming year, your documents must be to OGC and O&P by June 4,1984, Paperwork received sooner will lighten OGC's " conflict of interest" processing. Government-wide regulations do not permit retroactive appointments except in very limited cases; therefore, we will not make retroactive appointments absent extreme and extenuating circumstances. If you are not planning to use a consultant for the new appointment year, please submit an SF-52 terminating the appointment. Chapters 4124, 4122, 4133 (Numbers 1 through 4 must be returned with PSQ Package) II. SEND TO OFFICE OF GENERAL COUNSEL (OGC) fkIff ? dC 1. Completed NRC Fom 448 (Three Copies - See Instructions on Fom) 2. Completed NRC Form 443 (One Copy) III. SEND TO PERSONNEL ~ 1. Pending Copy - Form 448 2. SF-52 ~ 3. AFTER PAPERWORK IS PROCESSED IN PERSONNEL i The Administrative Person in the office employing the Consultant / Expert -l will be sent: Two Copies of Contract letter and a) SF-50, " Personnel Action" b) W-4 Fom (Withholding Tax) ) c) Employment Conditions for Consultants and' Experts d) SF-61-B e) Instructions for Obtaining Reimbursements. After the above papers have been signed by the Consultant / Expert, they must be returned to Division of Organization and Personnel (0&P) in the envelope provided. 6}}
