SUBJECT:

APPROVAL FOR EMPLOYMENT PRIOR TO THE COMPLETION OF THE REQUIRED INVESTIGATION AND REPORT - NO ACCESS TO CLASSIFIED MATTER Reference is made to the authority granted to the Executive Director for Operations by the Commission on December 21, 1978 for approving the employment of a Nuclear Regulatory Commission applicant prior to the completion of the preappointment investigation when access to classified matter is not involved.

Eugene L. Saenger's contract has been renewed.

He is a Medical Consultant for Region III.

His completed security package was forwarded to the Division of Secur-ity.

The Division of Security does not object to the employment of this individual r

while undergoing the required security investigation.

A waiver to Section 145b of the Atomic Energy Act of 1954, as amended is requested

• at this time.

It is imperative that this individual be allowed to start employment with Region III before the completion of his security investigation in order for us to meet our inspection requirements.

Administrative controls will be established to assure that Dr. Saenger does not have access to restricted data of national security information until the Division of Security approves full clearance for him.
