'The Nuclear Regulatory Cocaission (NRC) wishes to continue utilizing i

your services as needed during the period from July 1,1976 to June 30 1977. These services will include (1) furnishing medical advice per-taining to possible radiation effects upon NRC licensees, their employees, or members of the public; (2) furnishing testimony as a medical expert; and (3) participating in selected conferences on the effects of radiation and radioactive materials upon human beings.

%,.....f JUN 2 51976 George H. Smith, Senior Radiation Protection Materials and Transportation Coordinator Field Operations Support Branch Office of Inspection and Enforcement SERVICES OF DR. CLARENCE LUSHBAUGH IE's medical consultant, Dr. Eugene Saenger, has requested the assistance of a pathologist on the Riverside Methodist incident.

It appears that the consultant of choice is Dr. Clarence C. Lushbaugh.

Dr. Lushbaugh is Acting Director, Medical Division, of the Oak Ridge Associated Universities.

He is Director of the REAX facility located in Oak Ridge, Tennessee and servicing the southern United States. REAX is an ERDA-funded program for reaction by medical personnel to radioactive exposure accidents.

I have had several conversations with Mr. Ken Hathorne, Deputy Director of ERDA's/0R00 Research and Technical Support Division. He informs me that Dr. Lushbaugh is well funded by OR00. Nevertheless Dr. Lushbaugh is quite interested in this incident and has agreed to assist Dr. Saenger at this initiatory phase of the investigations. Dr. Lushbaugh expects to make several trips over the next few months to Ohio to review and consult on the overexposure evidence. Thes'e trips will be made at ERDA expense - for both personnel time and travel costs.

If it is decided that special pathological studies are necessary, Dr. Lushbaugh may have to hire a pathologist to do the work. At that time, NRC may have to reimburse Dr. Lushbaugh for these services.

However, that is obviously an-item for future consideration.
