Dear Mr. Schwencer:

The purpose of this letter is to request the following change in Technical Specification's for LaSalle County Station Unit 1:

Change Request NPF-ll/82-4 Revise the list of safety-related snubbers in the Technical Specifications to include such snubbers on lines 3 inches in diameter or less.

4 This proposed change is required by License NPF-ll Condition 2.C.(5).(a) and is addressed in Attachment "A". This change has received on-site and o f f-site review and approval. Attachment "B" lists the status of Technical Specification Change Requests for LaSalle.

Pursuant to 10 CFR 170, NO FEE IS REQUIRED because this item is a license condition requiring resolution prior to criticality.

LASALLE COUNTY STATION UNIT 1 TECH SPEC CHANGE REQUEST NPF-ll/82-4

Revise List of Safety-Related Snubbers to Include Such Snubbers on Lines 3 Inches in Diameter or Less Reference (a): License NPF-ll Condition 2.C. (5)

Background:

During the development of the LaSalle County Technical Specifications on snubbers, a list of all safety related snubbers required by ASME Code was generated to account for those installed in the plant. Since that time, a design problem was uncovered that required removal o f some snubbers (and replacement with struts) in locations where sufficient pipe motion was not allowed in order for the snubber to restrict motion as designed. Also, recently the NRC has required that safety related snubbers on line sizes o f 3" and under be included in the snubber list. The generation of this new list and subsequent updating with removed snubbers are license conditions of LaSalle County Station (Reference a) .

Discussion:

This list has been developed from system walkdowns by contrac-tor personnel and design information from the Architect / Engineer. It includes all snubbers removed and small bore snubbers added as of May 1, 1982. The list includes all safety-related snubbers en 3" and under piping.

Conclusion.

Commonwealth Edison finds no unreviewed safety question. The list satisfies the license condition pertaining to 3" and under size line snubbers.

In the near future, Commonwealth Edison will desire to continue discussions with the NRC in order that a snubber Technical Specification be developed which conforms to the ASME Section XI methods for inspection and testing of component supoorts and more closely applies the ALARA principle to snubber inspection and testing.
