Gentlemen:

This refers to the inspection conducted by Messrs. F. T. Fong and J. B. Baird of this office on April 20-21, 1977 of activities authorized by !1RC License fio. Stim-1154, and to the discussion of our findings held by Mr. F. T. Fong with Captain H. E. Drayton and other members of your staff at the conclusion of the inspection, and my letter to you dated 3

April 26,1978.

The inspection was an examination of the activitics conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and the conditions of your license.

The inspection consisted of selective examinations of procedures and y

representative records, interviews with personnel ~and observations by the inspectors.

During this inspection, it was found that certain of your activities L

appeared to be in noncompliance with flRC requirements. The items and references to the pertinent requirements are listed in the enclosure to

.this letter. These item; have been categorized into levels as described in our correspondence to all flRC licensees dated December 31, 1974.

This notice is sent to you pursuant to the provisions of Section 2.201 of the IIRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regula-tions. Section 2.201 requires you to submit'to this office within twenty (20) days of your receipt of this notice, a written statement or explana-tion in reply including:

(1) corrective steps which have been taken by you, and the results achieved; (2) corrective steos which will be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.

Department of the Navy APR 2 81978 Based on our review of these inspection results, it appears that your management control of radiation safety has declined in effectiveness.

This has resulted in unevaluated potential hazards to workers, and possible unevaluated release of radioactive material to the environment.

Consequently, in addition to your reply to the flotice of Violation, you should describe in particular those actions taken or planned to improve the effectiveness of your management controls over the. radiation safety program.

Should you have any questions concerning this inspection, we will be glad to discuss them with you.
