Subject: NRC Inspection 50-334/82-01

This transmits the January 4 - February 16, 1982 routine resident safety inspection

findings by Messrs. D. Beckman, W. Troskoski, and others at the Beaver Valley

Power Station, Unit 1, Shippingport, Pennsylvania.

Those findings were based on

observations of activities, interviews, and document reviews, and have been

discussed with you and other members of your staff.

Apparent Violations of NRC requirements, including an apparent violation of your

Limiting Conditions for Operation, are cited in Appendix A and categorized in

accordance with Federal Register Notice 45FR66754 (October 7, 1980). A reply is

required and should be prepared in accordance with Appendix A.

It is exempt

from the Office of Management and Budget's clearance procedures under the. Paperwork

Reduction Act of 1980, PL 96-511.

Section IV.B of 45FR66754 states that civil penalties are normally assessed for

Severity Level III Violations. We are not proposing a civil penalty for this

LCO violation for inoperable fire barrier penetrations.

The safety significance

of this violation has been reviewed and, due to existing outage conditions, was

found to have no actual or high potential impact on public health and safety.

However, similar violations may result in civil penalties in the future.

Further, previous violations at Beaver Valley Unit I have also involved inoperable

fire barrier penetrations.

Please give special consideration in your reply to

correcting these repetitive violations and to the steps you have taken or will

take to prevent recurrence.

In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of

security measures for the physical protection of special nuclear materials and

certain plant equipment vital to the safety of production or utilization facilities

are deemed to be Safeguards Information.

Each person who produces, receives or

acquires Safeguards Information is required to ensure that it is protected

against unauthorized disclosure.

Therefore, Section 14 of Enclosure 2 to this

letter will not be placed in the Public Document Room and will receive limited

distribut;on pursuant to 10 CFR 73.21(c).

The rest of this transmittal will be

made public unless you contact us about, and then apply in writing for, withholding

within 10 and 25 days respectively, of the date of this letter.

Such application

must comply with 10 CFR 2.790(b)(1).
