MINUTES - SALP MEETING 81-07 I

June 2,1981 The SALP Review Group convened at 9:30 a.m. on June 2,1981 for meeting 81-07 in the Air Rights Building Conference Room 5033.

Attendees were:

N. C. Moseley, IE R. A. Purple, NRR C. Michelson, AE0D J. H. Sniezek, IE R. H. Wessman, IE 1.

R. H. Wessman briefed the SALP Review Group on facility reviews.

Conclusions reached are as follcws:

a.

Midl and.

Regional actions approved.

All Review Group members concurred that this facility was tentatively considered to be " poor."

b.

Marble Hill.

Regional actions approved.

Moseley, Purple and Michelson concurred that this facility was tentatively considered to be " poor."

Sniezek abstained as: (1) facility construction was halted pursuant to an NRC Stop Work Order d/uring most of the evaluation period; (2) SALP Board recommendations were not provided to the Review Group; and (3) there was insufficient basis for a vote on facility performance.

c.

Kewaunee.

Regional actions approved.

All Review Group members concurred that this facility was tentatively considered to be " average."

d.

Davis-Besse.

Regional actions approved.

Moseley, Purple and Michelsen concurred that this facility was tentatively considered to be " average-candidate for poor."

Sniezek considers this facility to tentatively be " poor."

e.

Point Beach.

Regional actions approved.

All Review Group members concurred that this facility was tentatively considered to be " good."

f.

Duane Arnold.

Regional actions approved.

Moseley, Purple and Sniezek concurred that this facility was tentatively considered to be " average."

Michelson considers this facility to tentatively be " average-candidate for poor."

g.

FitzPatrick.

Regional actions approved.

Sniezek, Purple and Michelson concurred that this facility was tentatively considered to be " poor."

Moseley considers this facility to tentatively be " average-candidate for poor."

h.

Indian Point Unit 2.

Regional actions approved.

All Review Grcup members concurred that this facility was tentatively considered to be " average-candidate for poor."

Indian Point Unit 3.

Regional actions approved.

The Review Group re-examined those facilities previously considered as

" average-candidate for good."

Big Rock Point was rated " average."

The following facilities were rated "above average:"

Vermont Yankee Fort Calhoun Millstone Cooper Farley Oconee Prairie Island 3.

Comments on NRC Manual Chapter 0516 were discussed.

sassman will provide a re-draft of the definitions for Review Grvup approval on an expedited basis.

Various other changes were incorporated into the Manual Chapter, based on Review Group comments.

A revision will be issued for regional office use and for agency review and conments.

The next meeting is scheduled for Tuesday, June 9,1981 at 9:30 a.m.

in H. C. Moseley's office in the Air Rights Building, Room 5301.

The agenda will be:

(a) facility reviews.

(b) re-examine facilities tentatively considered as " average-candidate for poor." (The attached " score sheet" lists these facilities).

(c) review draft 2 of the final report.
