MINUTES - SALP MEETING 81-01 January 29, 1981 The SALP Board convened in Mr. Moseley's office at 8:45 a.m. on January 29, 1981. Attendees are as listed in Enclosure 2.

1.

R. H. Wessman briefed the SALP Board on each facility data package.

Facility packages reviewed by the SALP Board and conclusions reached are as follows:

a.

Wolf Creek (Regional Evaluation: August 1979 - July 1980)

The SALP Board approves the Region IV evaluation and Action Plan.

Wolf Creek is tentatively considered to be " average".

b.

Fort St. Vrain (Regional Evaluation: October 1979 - October 1980)

The SALP Board approves the Region IV evaluation and Action Plan.

Fort St. Vrain is tentatively considered to be " average".

c.

Maine Yankee (Regional Evaluations: September 1,1979 - August 31, 1980)

The SALP Board approves the Region I evaluation and Action Plan.

Maine Yankee is tentatively considered to be " average".

d.

Millstone 1 and 2 (Regional Evaluation: July 1,1979 - July 1,1980)

The SALP Board approves the Region I evaluation and Action Plan.

Millstone 1 and 2 is tentatively considered " average" and is a candidate for classification as " good".

Vermont Yankee (Regional Evaluation: May 1979 - May 1980)

The SALP Board approves the Region I evaluation and Action Plan.

Vermont Yankee is tentatively considered average and is a candidate for classification as " good".

Haddam Neck (Regional Evaluation: June 1979 - June 1980) i The SALP Board approves the Begion I evaluation and Action Plan.

Haddam Neck is tentatively considered " average".

Salem 1 and 2 (Regional Evaluation: September 1979 and August 1980)

The SALP Board approves Region I evaluation and Action Plan. Salem 1 and 2 is tentatively considered " poor".

The SALP Board approves Region I evaluation and Action Plan, Peach Bottom 2 and 3 is tentatively considered " poor".

During the meeting the attendees recommended the following items to improve the SALP Reviews:

a.

TMI-Inspection Data The SALP Board recommended the TMI inspection data be removed from the regional and national inspection manhour and noncompliance averages. This would provide a more realistic average base and eliminate the skewed bias, introduced by the TMI data.

b.

Ranking of Licensees The SALP Board again stressed that the ranking designations remain as used hy the Performance Appraisal Branch, namely " Good", " Average",

and " Poor". The Board then recommended that these designations be

" clearly" defined.

c.

IE Manual Chapter Revision The staff presented suggestions regarding changes to the IE Manual Chapter regarding regional SALP reviews. The Review Group requested copies of recent Region II and III reports to compare form and substance with Region I submittals.

(These have been distributed separately to

'the Review Group). The Review Group generally favors the methodology used hy Region I in their Performance Analysis.

Other suggestions were made to the staff.

d.

Vermont Yankee - Inspection manhours The Vermont Yankee manhours were reexamined by Region I in response to the Review Group's request. The total inspection manhours for the 1/1/79 - 11/30/80 period was determined to be 2666 manhours instead of the 2590 manhours reported in the SALP Staff Summary.

Of this 2666 inspection manhours, 820 manhours were expended between 9/29/80 and 10/31/80 in extensive monitoring of an inservice inspection and some plant modifications. This implies that 1846 inspection manhours (2666-- 820 = 1846) was expended on more routine licensee activities.

This compares with the previously reported Region I average of 3201 inspection manhours and a national average of 2850 inspection manhours p'er operating reactor.

SALP Staff It was recommended that a memo be prepared for W. Dircks, EDO explaining the need for the additional NRR staff members to ensure completion of the SALP Board Reviews by June 1981. At present the staff consist of an Executive Secretary and one I&E Technical person.

l The staff provided a draft of a specification to prescribe requirements for NRR Project Manager input.
