!!INUTES - SALP t'EFTING 81-03 flarch 3,1981 The SALP Board convened at 9:15 a.m. on !! arch 3,1981.
Attendees are listed in Enclosure 2.
1.
R. H. Wessman and W. Pike briefed the: ALP Board on the facility's data packages.
At this meeting, the Project 11anager's comments were only available for Grand Gulf 1, 2 and Oconee 1, 2, 3.
The remaining facilities will be reconsidered at the next meeting.
Facility packages reviewed by the SALP Poard and conclusions reached are as follows:
a.
Catawba 1, 2 (Regional Evaluation: September 1979 - August 1980)
The decision on Catawba 1, 2 was deferred because the Poard felt they will require additional information to reach a decision.
The staff was directed to obtain this information from Region II to support their statement that Catawba 1, 2 performance is " adequate but below average."
b.
McGuire 2 (Regional Evaluation: September 1979 - August 1980)
The SALP Board approves Region II's Action Plan.
All Board members concurred that McGuire 2 is tentatively considered " average".
c.
CFerokee (Regional Evaluation: Sectember 1979 Auoust 1980)
The SALP Eoard approves Region II's evaluation and Action Plan.
All Board members conc'urred that Cherokee is tentatively considered
" average".

All Board members concurred that Byron is tentatively considered " average".

The SALP Board approves Region III's evaluation and Action Plan.
All Board members concurred that Braidwood 1, 2 is tentatively considered
" average".

Surry (Regional Evaluation: May 1979 - April 1980)
In the February 20, 1981 meeting, the decision on Surry 1, 2 was deferred by the SALP Board pending receipt of additional information from Region II.
On February 27, 1980, Degion II submitted the required information.
The SALP Board now concurs with P.egion II's evaluation and Action Plan.
All Board members voted that Surry 1, 2 is tentatively' considered " poor".
2.
During the meeting, the following items were discussed:
a.
Manual Chapter (PC) 2955 Pevision A draft of the revised IE MC-2955 governing regional reviews will be issued Friday, liarch 6,1981.
Comments will be required by March 20, 1981 to support timely IE issuance of the final revision.

" Byron was issued a On page 2, item VII: 2nd paragraph reads:
stop work order in January 1981..."
This should read:
"In January 1981, Byron discontinued installation of Class lE cables pending implementation of corr'ective actions noted in Region III's Immediate Action letter dated January 13, 1981.
Subsequently, in February 1981, the licensee recommended installa-tion of these cables after resolving corrective actions to the NRC sati s facti on."
