SUBJECT:

IMPLEMENTATION STATUS OF PROMPT NOTIFICATION SYSTEMS As requested, the first monthly report of the status of prompt notification system implem:ntation at Region II facilities is pr3vided (Enclosure 1).

As indicated in Enclosure 1, there are two Region II facilities where full implemantation of the systems by February 1,1982, is not yet a certainty, although both utilities state that they fully expect to meet that date.

A potential delay at Browns Ferry is primarily associated with receipt and installation of hardware.

The St. Lucie situation is rather unique, in that the potential problem is a possible refusal by St. Lucie County to accept and use the installed system. After numerous discussions between FP&L,. State of Florida, and St. Lucie County representatives, a three-party contract-has been drafted and is scheduled for discussion with the St. Lucie Ccunty Coxnission on January 11-12, 1982.

We understand that this draft.

pursuing resolution of this remaining issue.

There have been no FEMA Region reviews of Region II facility systems to evaluate the resuTts of system tests.

FEMA Guidan'ce Memorandum #18, dated May 21. 1981, proposed actions to qualify prompt notification systems against NUREG-0654/ FEMA-REP-1, including a questionnaire to be provided to members of the public residing within the 10 mile EPZs.. FEMA submit.ted this document to OMB in May,1981 for approval, and has apparently taken no further action.

I believe it is imperative that the FEMA /NRC Steering Committee take the necessary action to insure that the FEMA reviews are promptly scheduled and implemented.

Other emargency preparedness areas that appear to need additional management u
