encouraged licensees to propose changes to Technical Specif.ications to

! control cycle-specific parameters under a separate document. This proposed amendment applies the guidance of Generic Letter 88-16 to remove the Arkansas Nuclear One - Unit 2 (ANO-2) cycle-specific variables from the Technical Specifications and control them under a new document called the ANO-2 Core Operating Limits Report (COLR). The limits that are removed from the Technical Specifications in this amendment request will not change for the current cycle of operation (Cycle 10). They will only be transferred into the COLR. The proposed 'ANO-2 Technical Specifications and the ANO-2 Cycle 10 COLR are at.tached for you review.

Also, a revised definition of Technical Specification .1.13 for shutdown margin is being requested.  ;

1 In accordance with 10CFR50.91(a)(1) and using the criteria in 10CFR50.92(c), Entergy Operations has determined that these changes involve no significant hazards consideration. The basis .for these determinations are included in the enclosed submittal.

Although the circumstances .of this request are neither emergency or exigent, prompt review and approval of this proposed amendment is requested prior _ to startup f rom ANO-2's next refueling outage (2R10) which is currently scheduled for completion in May of 1994. We request that the license amendment be effective upon issuance. An ANO-2 Cycle 11 COLR will be submitted to the NRC upon issuance. If you have any furt.her questions, please do not hesitate to contact my staff.
