Revised Technical Specifications Change Request Regarding Reactor l

Coolant Pump Flywheel Inspections (TAC No. M92062) i Gentlemen:

- By letter dated April 4,1995 (OCAN049504), Entergy Operations requested changes to the Arkansas Nuclear One, Units 1 and 2 (ANO-1 and 2) Technical Specifications. The changes i

.were to delete the requirements for inservice inspections of reactor coolant pump (RCP) flywheels. ANO submitted the proposed changes as a lead plant for the Combustion Engineering Owners Group. The other affected plants are Millstone-2, Palisades, St. Lucie _

Units 1 and 2, and Waterford 3.

Subsequent to the initial Technical Specification Change Request (TSCR) submittal, the staff {

informed Entergy Operations that the generic implications of the total deletion of the flywheel inspections could not be resolved prior to ANO's next scheduled flywheel inspection (ANO-2 refueling outage 2R11). In order to obtain relief for the next inspection, a revised TSCR was submitted on August 25,1995 (2CAN089505). The NRC granted relief to delay the l scheduled three-year inspection of the 2P32A flywheel for one outage in a letter to ANO j dated September 22,1995 (2CNA099507).

Entergy Operations submitted a similar revised TSCR for ANO-1 on August 23, 1996 (ICAN089602), since ANO was informed by the NRC that the generic implications of the total deletion of the flywheel inspections also could not be resolved prior to ANO-l's next scheduled flywheel inspection (refueling outage IR13). This request for relief was withdrawn via correspondence to the NRC dated October 9,1996 (ICAN099602) and the flywheels subsequently inspected. The inspection results, which indicated no flaws or cracks present,

- were provided to the NRC staffin a letter dated November 20,1996 (ICAN119603), to provide further data in support of the original (April 5,1995) TSCR to completely eliminate f RCP flywheelinspections.  !

, April 18,1997 2CAN049702 Page 2 In a letter dated October 2,1996 (0CNA109601), the NRC staff requested additional information in order to complete their review of the original TSCR. The additional information was provided on December 9,1996 (0CAN129611).

Since the NRC staff has again informed Entergy Operations that the review of the initial l TSCR and supplemental information will not be completed prior to the next ANO-2 refueling I outage (2R12), another revision to the original TSCR is herewith submitted. The proposed change would permit the delay of the scheduled three-year inspections (ultrasonic volumetric examinations of the areas of higher stress concentration at bore and keyway) of the flywheels on all four RCPs (2P32A, 2P32B, 2P32C, and 2P32D) until the completion of the 2R13 refueling outage, scheduled for the winter of 1998-1999. RCP 2P32D is scheduled for replacement during 2R12; delay of the inspection ofits flywheel is included as a contingency should the RCP replacement be delayed. The 10-year inspections of the flywheels for all four l RCPs have been previously completed with the results included in the initial April 5,1995, )

submittal (pages 3-5 and 3-6 of attached report by Structural Integrity Associates, Inc.). The j flywheels of all four RCPs were examined in-situ during 1991 in accordance with I recommendations of Regulatory Position C.4.b(2) of Regulatory Guide 1.14, Revision 1, )

August 1975 (essentially 100% ultrasonic volumetric examinations and surface examinations l of the upper and lower flywheel surfaces). Additionally, the flywheels for RCPs 2P32A and j 2P32B were removed during replacement of the RCPs in 1993 and 1994, respectively. The  ;

flywheels for the replacement RCPs had preservice inspections in accordance with Regulatory Guide 1.14 (100% volumetric ultrasonic and magnetic particle testing of exposed surfaces).

No cracks were found during these or any other flywheel inspections. Because this change is more conservative than the entire deletion of all flywheel examinations proposed in our April 4,1995, submittal, the discussions and no significant hazards determination included in the original submittal remain bounding.

Entergy Operations requests that the effective date for this proposed change be within 30 days ofissuance of the amendment to allow for distribution and procedural revisions necessary to implement the change. Although this request is neither exigent nor emergency, your prompt review is requested. Refueling outage 2R12 is scheduled to begin on May 9,1997.
