Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Technical Specification Bases Change - Operational Safety Items Gentlemen:

Entergy Operations has_ identified changes to the Arkansas Nuclear One - Unit 1 (ANO-1) i bases associated with Technical Specification (TS) 4.1, " Operational Safety Items." These TS -

bases provide a detailed rotation schedule for on line testing of the reactor protection system.

This change allows ANO-1 to change the order of the channel rotation during an outage for' i scheduling flexibility, while still requiring a rotation schedule to be established for the

. operating cycle.

The bases for TS 4.1 are also revised to clarify which portion of the bases is associated with TS 4.1. The incorporation of TS Amendment 75 added a bases paragraph associated with TS l 4, " Surveillance Standards," and did not address the existing bases that were located on the same page.-- This change corrects this administrative oversight.  ;

As this is a change to the bases of'the technical specification, a "no significant hazards consideration determination" is not required. A review of this change in accordance with the )

Arkansas Nuclear..One.10 CFR 50.59 process has concluded that an unreviewed safety

- question is not involved as a result of this change. ' This change has been discussed with Mr.

Wilham D. Reckley ofyour staff. ~
