A.

Introduction I

i Fuel Handler Initial Training-(FHIT) provides initial training for : new

Fuel Handlers (FH's) in the knowledge and skills necessary for safe and

efficient fuel handling operations. The knowledge and skille selected for training are based upon a Job Task Analysis and the Training System Development process. It is designed to ensure that Fuel Handlers are fully -

i trained in the systems, components, and tasks required to fulfill.the duties and responsibilities of the Fuel Handler B and Fuel Handler A positions.

Fuel Handler Initial Training is a requisite segment of the Senior Reactor Operator Limited To Fuel Handling (SRO-L) Initial Training.

Attachment A provides a list of the FHIT Lesson Plans.

B.

Procram Structure j

1.

The tre.ining program consists of a classroom. phase and an i

On-The-Job-Training phase. THIT will last approximately 12 months.

i The exact length of time necessary to complete FHIT will vary with

'i plant operating status and refueling outage schedules.

2.

The Classroom Phase of THIT shall consist of the lesson plans listed j

on Attachment A.

This phase should last approximately three weeks (120 classroom hours). The classroom phase of FHIT shall include a discussion presented by Fuel Handling Department line management on areas of supervision, administration, and expectations (reference 12).

3.

Successful completion of the classroom phase should normally be a prerequisite prior to issue of an OJT book and start of the OJT t

phase. OJT may start prior to completion of the classroom phase if both Training and Fuel Handling Hanagement ~ concur.

This may be advantageous to allow OJT for infrequently performed tasks, or due to Refueling Outage schedules. OJT shall be performed in accordance i

with the instructions provided in the Fuel Handling On'the Job l

Training Qualification Card (OJT Book).'

The instructional qualification level for a Training Department member to teach this course shall be a Level I certification in -

accordance with NOD-TQ.7, Instructor Oualification Procragg.

The Dresden Station procedure for qualification and certification of instructors is TDI-202, Instructor certification.

The technical qualification level for a Training Department member to teach this course will be any combination of the following a.

prior experience in Fuel Handling.

an NRC Senior Reactor Operator License Limited to Fuel Handling.

Subject matter experts may be used as instructors in accordance with TDI-204, Use of Non <ertified Instru ctors.

Subject matter experts are individuals who have demonstrated expertise and knowledge of i

given systems or subjects by virtue of previous job assignments, experience, education or training, or holding various plant positions.

4.

Trainers for OJT shall be qualified in accordance with TDI-205, QD-the-Job Trainina (OJT1 Trainer Oualification.

Evaluators for OJT shall be qualified in accordance with TDI-206, On-the-Job Trainino f0JT1 Evaluator Oualification.

D.

Procrae Prereaufsites 1.

As a minimum, each Fuel Handler candidate will have acquired a.

High School Diploma or equivalent.

b.

Dresden New Employee Orientation Training.

c.

Dresden Nuclear General Employee Training.

d.

Dresden Respiratory Protection Training.

2.

Candidates for Fuel Handler Initial Training will normally be selected from the Station Labor Department (or from the Operations Department if an SROL candidate).

The job task analysis for the Fuel Handler position makes the assumption that a Fuel Handler Initial Training candidate will be experienced in station radiological control work practices.

The following minimum experience level is assumed:

a.

Completion of Station Labor Initial Training, or b.

Assignment to the Station Labor Department, or c.

Equivalent experience as a radiation worker.

E.

Trainee Evaluation Schese I

l 1.

Successful program completion will be accomplished by fulfilling all of the following criteria

)

1 a.

Obtaining a course average of at least 80%.

The course average shall be the average of the scores from each of the three weekly examinations and the final examination.

Course Average = Exam 1 + Exam 2 + Exam 3 + Final Exam 4

b.

Completion of all portions of the OJT Qualification Card.

c.

Obtaining a score of at least 80% on the Final Comprehensive Examination. The final examination will be administered after 1

completion of both the classroom and OJT phases of training.

2.

Examinations shall be developed and administered in accordance with TDI-902, Examination Security and Intecrity, and TDI-412 Examination Const ru ct ion and Analysis, and TDI-500, Operatiens Trainino Reference Documentation. Due to the infrequent conduct of Initial Fuel Handler Training a dynamic Examination Bank will }LQI be maintained. However, examinations for Fuel Handlar Initial Training will be developed and constructed as needed, and a careful review of each examination item will be performed to ensure that the requirements of TDI-412, Examination construction and Analysis, are satisfied.

3.

Weekly Examinations, a.

The trainees shall be given a written examination at the end of each week of classroorn training. The examination shall be constructed to be one to two hours in length.

Weekly examinations shall not be comprehensive in nature; they will be constructed to test only the material covered by the knowledge objectives in the lesson plans presented during the period being evaluated.

b.

A grade of 80% or greater shall be considered passing.

For grades less than 804 but greater than or equal to 70s, the c.

trainee shall be orally remediated by the Course Administrator and the actions taken documented on TDI-500 Form F, Trainee Performance Interview.

d.

For grades less than 70s, the trainee shall have the option of taking a re-examination.

Trainees who receive a 70% or greater on a re-examination shall receive a score of 70% for computation of the course average.

Trainees who receive a grade of less than 70% on a re-examination shall be interviewed by the Training Supervisor to determine an appropriate course of action.

The Training Supervisor's interview shall be documented on TDI-500 Form F,

Trainino Performance Interview.

When a re-examination score is less than 70s, the initial test score shall be used for computation of the course average.

4.

Final Examination A final written examination is required at the completion of a.

the OJT period to determine the trainee's comprehension of the knowledge necessary to independently perform tasks.

This examination may be constructed of multiple choice, short answer, fill in the blank, and/or matching type questions.

Questions will be designed to test a representative sample of the terminal knowledge objectives developed from the Fuel Handler Job Task Analysis.

b.

A grade of 80% or higher s hall be considered passing.

c.

Trainees who receive a grade of less than 80% shall be interviewed by the Saining Supervisor to determine an appropriate course of action.

The Training Supervisor's interview shall be documented on TDI-500 Form F.

Trainino Performance Interview.

5.

On the Jcb Training Qualification Card (OJT Book) a.

During the OJT Phase of FHIT, trainees are assigned to the Fuel Handling Department to complete their OJT Book.

Each trainee must satisfactorily complete the Fuel Handling OJT 3

TDZ-514 Revision 4 March 1993 Book. Satisfactory completion is measured by obtaining all of the following signatures in accordance with the instructions provided in the OJT Books 1)

Fuel Handler Trainer's signatures for each task.

2)

Fuel Handling Supervisor's evaluation signature for each task.

3)

Fuel Handling Supervisor's signatures for each oral walk-through at the and of each section in the OJT Book.

4)

Fuel Handling Supervisor's signature for each system checkout in the OJT Book.

b.

OJT Trainers shall be qualified in accordance with TDI-205, On-the-Job Trainino f0JT1 Trainer Oualification.

c.

The Fuel Handling Supervisors will perform OJT Evaluations.

They shall be qualified in accordance with TDI-206, On-the-Job Trainino (OJT1 Evaluator Oualification.

6.

Trainee Evaluations Evaluations will be performed periodically throughout the training period.

These will include evaluations on the tra inee, class instructors, Course Administrator, and the overall course.

These evaluations are used to determine the quality of the training program. The following forms shall be used for evaluations:

a.

Lecture Evaluation (TDI-500 Form C) b.

Trainina Records All of the records for this program are to be initiated by the course administrator and maintained in accordance with TDI-404, Trainino Procram Records, and TDI-500, Operatione Trainino Reference Documentation.

Examinations - A copy of all examinations that are used as means of detemining an individual's qualification shall be retained including the Examination Cover Sheet (TDI-412 Form A), and the Examination Verification Checklist (TDI-412 Form B).

1.

Attachment A is a list of lesson plans covered during initial training.

These lesson plans will be presented over three weeks.

Monday through Thursday of each week will be used for presentation of Lesson material.

Friday mornings will be designated as self-study.

The weekly examinations will be administered on e

Fridays, with time allotted for an exam review on Friday afternoons.

OJT should be scheduled for the next 48 weeks iollowing the j

j classroom phase.

The OJT training period should be adjusted, if r

necessary, to ensure that an entire new fuel receipt and refueling j

outage is included.

Following completion of the OJT Book and all associated tasks and walk-throughs, a

final comprehensive written exam will be administered. The trainee should be allowed one week of self study for exam preparation during the week prior to the exam date.

Procram Evaluation Program evaluations will be performed in accordance with TDI-403, Trainino Procram Evaluations. The feedback from the program evaluations may be a source of revision for the training program as described in TDI-402, Trainino Procram Maintenance.

Other sources of feedback may originate from the evaluations listed in Section E (Trainen Evaluation Scheme) of this instruction.

Fuel Handler Continuina Trainina A.

Introduction Fuel Handler continuing Training (THCT) is designed to maintain and upgrade the knowledge and skills acquired in the Fuel Handler Initial Training program.

FHCT also is used to provide initial training on selected infrequently performed tasks.

The program consisto of FHIT lesson plans which are presented on a recurring basis, a pre-refueling outage training package, and topics requested for training by the Fuel Handling Program Training Committee.

Fuel Handler Continuing Training is mandatory for Fuel Handlers and Senior Reactor Operator Limiteo To Fuel Handling (SRO-L) personnel.

The THCT program will normally be presented in an instructor facilitated lecture /discuosion format.

Selected topics may also be presented by the s

Station Nuclear Engineering Group, Production Training Department Hechanical Maintenance Training Group, and Fuel Handling Department Line Hanagement.

B.

Procram Structure 1.

Prior to each refueling outage, the THCT Pre-Refueling Outage Training Package will be presented to all members of the Fuel Handling Department.

Attachment A is the syllabus for the FHCT Pre-Refueling Outage Training Package.

Training on these tasks could include classroom lectures, On-the-Job Training, on-the-Job Evaluations or formal pre-job briefings. Any combination of these training settings may be

used, as determined by the Program Training Committee, and documented on Form A, Individual Trainina Record.

C.

Instructor Trainino Oualification Information 1.

The instructional qualification level for a Training Department member to teach this course shall be a Level I certification in acccrdance with NOD-TQ. 7, Instructor cualification Procram.
