Dear Dr. Murley,
The NRC requested in Reference 3 that Commonwealth Edison (CECO) provide information pertaining to the certified fuel handler training program for Dresden 1.
In response this request, CECO agreed to provide the requested information on the training program on July 2, 1993 for review by.the staff.
This letter submits the required information committed to in the referenced letter.
Upon review by the Dresden Training Department, it was determined that the elements of a certified fuel handlers program were already in place.
CECO has collated those existing elements and is submitting them for review.
They are as follows:
1.
TDI-514 " Fuel Handler Initial Training Program" 2.
TDI-515 " Fuel Handler Continuing Training Program",
3.
Fuel Handler Task List, and 4.
The Unit 1 Fuel Handler Task Data.
A copy of each is included in the attached package.

CECO feels that the fuel handling tasks for Dresden 1 are essentially similar to the fuel handling requirements for Dresden Units 2 and 3.
As Unit 1 fuel moves are infrequently performed tasks, personnel being training for fuel movements in the Dresden l spent fuel pool would most likely be those personnel already qualified for fuel handling on Units 2 and 3.
It is felt.that these personnel could easily and quickly be qualified for Dresden I
1 work with a relatively short " refresher" type course on the Unit 1 equipment and procedures.
This alleviates the problem of the job incunbent being expected to retain task mastery af ter initial training while experiencing long time intervals between initial training and task performance.
Commonwealth Edison feels that the procedures already in place fulfill the requirements for a certified fuel handlers training program.
