Introduction Fuel Havler Continuing Training (FHCT) is designed to maintain and upgrade _ae knowledge and skills acquired in the Fuel Handler Initial Training program.
THCT also is used to provide initial training on selected infrequently performed tasks.
The program censists of FHIT lesson plans which are presented on a recurring basia, a pre-refueling outage training package, and topics requested for training by the Fuel Handling Program Training Committee.
Fuel Handler Continuing Training is mandatory for Fuel Handlers and Senier Reactor Operator Limited To Fuel Handling (SRO-L) personnel.
The, FHCT program will normally be presented in an instructor facilitated lecture / discussion format.
Selected topics may also be presented by the Station Nuclear Engineering Group, Production Training Department Mechanical Maintenance Training Group, and Fuel Handling Department Line Management.
B.
Proarse structure 1.
Prior to each refueling outacc, the FHCT Pre-Refueling Outage Training Package will be p;esented to - all members of the Fuel Handling Department.

infrequently performed tasks, and topics requested by the Program Training Committee.

Actual program content will be determined by the Fuel Handl.ng Program Training Committee in accordance with TDI-103, Procram Trainine committee. This committee ir tonvened, as a minimum, on an annual basis.
4.
Infrequent tasks will be selected by the Program Training Committee for training.
Training on these tasks could include classroom lectures, On-the-Job Training, On-the-Job Evaluations or formal pre-job briefings. Any combination of these training settings may be
- used, as determined by the Program Training Committee, and documented on Form A, IpAividual Trainine Record.
C.
Instructor Trainine cualification Information 3
1.
The instructional qualification level for a Training Department member to teach this course shall be a Level I certification in accordance with NOD-TQ. 7, In et ru cter Oualifiention Procram.
The Dresden Station procedure tcsr qualification and certificatien of instructors is *DI-202, Inytructer certificatien.
2.
The technical qualification level for a Training Department member to teach this course will be any combination of the followings prior experience in Fuel Handling.

Subject matter experts may be used as instructors in accordance with TDI-204, Use of Non-certified Instructors. Subject matter experts are individuals who have demonstrated expertise and knowledge of given systems or subjects by virtue of previous job assignments, experience, education or training, or holding various plant positions.

During each FHCT session, a written examination shall be administered over a representative sample of the knowledge objectives for each lesson plan covered during that session, t

Examinations shall be developed and administered in accordance with

Examination construction and Analysis, and TDI-500, Ooerations Trainine Reference Documentation. Because the Fuel Handler Training Exam Bank is not dynamic, examinations for FHCT will be developed as needed. However, each examination item shall be carefully reviewed to assure the requirements of TDI-412, Examination Construction and Analysis, are fulfilled. As examination items are developed, they should be entered into the cmputerized exam bank system for future use.
3.
A grade of 80% or greater shall be considered passing.
4.
For grades less than 80%, the trainee shall be orally remediated by the Course Administrator and the actions taken documented on TDI-500 Form F, Trainee Performance Interview.
5.
On-the-Job Training (OJT)

Satisfactory completion is measured by obtainLng all of the following signatures in accordance with the instructions provided on the OJT Card:

Trainina Records All of the records for this program are to be initiated by the Course Administrator and maintained in accordance with TDI-404, Trainino Procram Records, and TDI-500, Ooerations Trainino Reference Documentation.
1.
An Attendance Sheet shall be filled out at the completion of each training session. The course length shall be the actual number of classroom hours spent. The comments section should state the lesson plan numbers of the lesson plans presented, or " Pre-Refueling Outage Training Package", whichever.is applicable.

Examinations - All examinations that are used as means of determining an individual's qualification shall be retained including the " Examination Cover Sheet," TDI-500 Attachment B, and the " Examination Verification Checklist," *[DI-500 Attachment C.
The trainee's graded exam shall be placed in his training record. The exam key and above attachments shall be kept by the Course Training Program Adminicter.
3.
On the Job Training Qualification Card The completed OJT Card shall be placed in the trainee's training record.
4.
TDI-500 Form E, Trainee Performance Interview, when used, shall be placed in the trainee's training record.
5.
Class Record - This record is a collection of pertinent information to be used for program improvements, Program Training Committee Meetings, and Audits and Assessments.
Copies of the following checklists, feedback, and evaluation forms should be maintained by the Course Administrator in the Class Record:

All licensed and non-licensed Fuel Handlers shall attend. The training session should be scheduled to occur during the month prior to the start of the outage, leaving sufficient time for remediation of any examination failures.
