SUBJECT:
FINAL RULE TO AMEND 10 CFR 170 We have reviewed the subject document and would like to offer the following response to item C on page 6a.
"With respect to the reciprocity provision, we recognize that a disparity exists between NRC and Agreement State length of reciprocity and whether or not a fee is charged. Although reciprocity is a matter of compatibility with respect to Agreement State regulations, we have concentrated only on the radiation safety related criteria for granting reciprocity and not the administrative functions such as length of time and whether or not a fee is required."
